North Batiquitos Lift Station (NBLS) is located on the north shore of Batiquitos Lagoon at 7831 Gabbiano Lane in Carlsbad. It receives wastewater from the east portion of the North Batiquitos Interceptor (NBI) and pumps the flow to the west portion of the NBI, see Exhibit “1”.
The lift station was constructed in 1997 in its current configuration, and has a pumping capacity of 2,400 gpm. An emergency reservoir with two hours retention time capacity and a generator building are also part of the lift station.
The corrosive wastewater environment has caused significant damage to metallic equipment in the
wet-well of the lift station. Improvements to the lift station have been divided into two phases, referred to as Package “A and Package “B”. Package “A includes improvements enhancing operational safety and equipment which staff has determined most critical. These improvements include replacement of the wet-well entrance door, two cast iron sluice gates, electrical conduit, and
a wastewater level switch. Additionally a combustible gas monitor will be installed to meet current National Fire Protection Association (NFPA) standards and electrical surge protection equipment will be installed to protect the station’s electrical system, improving the reliability of the lift station.
Package “B”, currently in preliminary design will also improve the operation and maintenance of the lift station by providing a means to more safely remove pumps and fittings from the dry well. Access
to the wet well for cleaning and equipment removal and improvement to the ventilation system will be provided to reduce further corrosion to the lift station.
ENVIRONMENTAL REVIEW:
The proposed project is exempt from CEQA California Code of Regulations Section 15301(d) (“restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical
equipment.. . .‘I). Therefore, the project satisfies the requirements to be determined exempt under Section 15301 (d), and a Notice of Exemption will be filed by the Planning Director.
FISCAL IMPACT:
The project is funded from the Sewer Replacement Fund:
Sufficient funds are currently available in the project account for the construction of improvements of
Package “A and for the preliminary design of Package “B”. Final design and construction of Package “B” will be reviewed with the 2004-05 CIP.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR CONSTRUCTION OF THE
NORTH BATIQUITOS LIFT STATION IMPROVEMENTS,
PACKAGE “A”, PROJECT NO. 3809-1.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
iecessary, desirable, and in the public interest to construct the North Batiquitos Lift Station
mprovements, Package “A”, Project No. 3809-1 ; and
WHEREAS, improvements to the North Batiquitos Lift Station are necessary to provide
lperational safety, equipment protection and compliance with current safety regulations; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
zquipment, transportation, and other expenses necessary or incidental to said project have been
Irepared and are on file in the Public Works-Engineering Department of the City of Carlsbad and
are incorporated herein by reference; and
WHEREAS, there are sufficient funds available to construct the project from the
Sewer Replacement Fund; and
WHEREAS, the project is exempt from the California Environmental Quality Act pursuant
o CEQA Section 15301 (d).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

That the plans, specifications, and contract documents on file in the Public Works-
Engineering Department of the City of Carlsbad for Project No. 3809-1 (North Batiquitos Lift

3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
North Batiquitos Lift Station Improvements, Package “A, Project No. 3809-1, in accordance with
the plans, specifications, and contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 16th day of DECEMBER , 2003 by the following vote, to wit:
