ENG ESTABLISH AN ALL-WAY STOP AT THE RECOMMENDED ACTION: CITY ATTY. CITY MGR. Introduce Ordinance No. NS-686 Paseo Aliso. to require stops on Camino Robledo at its intersection with Introduce Ordinance No. NS-687 Camino Robledo. to require stops on Paseo Aliso at its intersection with ITEM EXPLANATION: The Camino Robledo/Paseo Aliso intersection is configured as a T-intersection. Currently, there is a stop sign on Paseo Aliso for northbound vehicles at the intersection. The east-west vehicles traveling on Camino Robledo do not have a stop sign at the intersection. El Camino Creek Elementary School is located on the west side of Paseo Aliso southerly of Camino Robledo. From a traffic count on September 23, 2003, in the one-hour period before school started and the one-hour period after school, staff found that a total of 141 student pedestrians used the intersection. The west leg of the intersection, which is uncontrolled, had the largest number of pedestrians crossing Camino Robledo. When students cross Camino Robledo on the west leg of the intersection, they are positioned on the same side of Paseo Aliso as the elementary school. Although some students were observed crossing with an adult, installing stop signs on Camino Robledo will establish right-of-way assignment. At their December 1, 2003 meeting, the Traffic Safety Commission reviewed the request for an all-way stop at the Camino Robledo/Paseo Aliso intersection. By a 4-0 vote, the Commission recommended that an all-way stop be established for purposes of assigning right-of-way at this intersection. A yellow crosswalk will be striped on the west leg of the intersection to direct school pedestrians to this street crossing location to access the elementary school. FISCAL IMPACT: Installation of stop signs, stop ahead signs, pavement legends, and a yellow school crosswalk at the Camino Robledo/Paseo Aliso intersection will cost about $1,000. EXHIBITS: 1. NS-686 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE IO, CHAPTER 10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE STOPS ON CAMINO ROBLEDO. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by [he addition of Section 10.28.680 to read as follows: "10.28.680 Paseo Aliso. Drivers shall stop where the following described street intersects Paseo Aliso: Camino Robledo." EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and :he City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be iublished at least once in a newspaper of general circulation in the City of Carlsbad within fifteen :I 5) days after its adoption.
