RECOMMENDED ACTION:
City Council of the City of Carlsbad Adopt Resolution No. 2003-344 accepting bids and
awarding a contract for the construction of the Carlsbad Water Recycling Facility Pipeline to ‘ID” Tanks Reaches 1 & 3, for the Encina Basin Water Reclamation Program, Phase II Project,
Project Nos. 3887-A and 3667.

ITEM EXPLANATION:
The Carlsbad Water Recycling Facility (CWRF) Pipeline to “D” Tanks Reaches 1 & 3, Project Nos.
3887-A and 3667, construction contract is part of the Encina Basin Water Reclamation Program, Phase II Project (Phase 11). These pipelines will increase the capacity of the recycled water system from 3 mgd to 8 mgd by connecting the CWRF, currently under construction, to the recycled water system and will provide recycled water to Phase II customers. Included in this contract are
approximately 6,900 feet of 24-inch transmission main, approximately 17,300 feet of distribution pipeline ranging from 4-inch to 12-inch, in addition to a pressure reducing station located on Avenida Encinas. The project design also includes a full-width pavement overlay for a reach of Paseo del Norte and Camino del Parque to minimize community impacts.
On August 19, 2003, the plans and specifications for the CWRF Pipeline to “D” Tanks Reaches 1 & 3, Project Nos. 3887-A and 3667 were approved and were advertised for construction bids. On November 4, 2003, the following seven (7) sealed bids were received:
The Engineer‘s Estimate for construction of Project Nos. 3887-A and 3667 was $4,129,500. FCI Constructors, submitted the lowest bid in the amount of $3,438,780. The documents submitted by FCI Constructors for the project have been reviewed and analyzed by the engineering staff and found to be in order. The Engineering staff, therefore, recommends the award of the construction contract for Project Nos. 3887-A and 3667 to FCI Constructors.
ENVIRONMENTAL REVIEW:
The pipeline project is a part of the Phase II Project, Encina Basin Water Reclamation Program (Phase 11). A Mitigated Negative Declaration (MND) was prepared for the Phase II project.
The Carlsbad City Council approved the MND on January 25, 2000 under Case No. EIA 99-09, Resolution No. 2000-37. The United States Department of the Interior completed its review of the Phase II project for compliance with the National Environmental Policy Act (NEPA) and formally approved the NEPA on March 1,2002.

The pavement overlay will be funded with Proposition “A” Local Funds (TransNet) from the Pavement Management Program, Project No. 3667.

Table 2 summarizes the total project cost of all the pipeline contracts comprising the Encina Basin
Water Reclamation Program, Phase II Pipeline Project 3887. All costs in Table 2 are estimates.
The costs shown in bold have been awarded for construction with exception to this project.

On December 2, 2003, the Board of Directors appropriated an additional $2,149,000 to the pipeline
projects for a total appropriation of $1 9,810,000. Therefore there are sufficient funds to construct this
project.

WHEREAS, on August 19, 2003, the plans and specifications for construction of the
Carlsbad Water Recycling Facility Pipeline to “D” Tanks Reaches 1 & 3, for the Encina Basin
Water Reclamation Program, Phase II Project, Project Nos. 3887-A and 3667 were approved; and
WHEREAS, seven (7) sealed bids were received on November 4, 2003 at 4:OO p.m. for
the project; and
WHEREAS, the lowest responsive, responsible bid for the project was submitted by FCI
Constructors, Inc., in the amount of $3,438,780; and
WHEREAS, Subsection 3.28.1 72(c)(l) of the Carlsbad Municipal Code authorizes the City
Manager to approve change orders in the amount equal to the contingency set at the time of the
bid award.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the low bid submitted by FCI Constructors, in the amount of $3,438,780 for
