FIN CITY MGR. 2003-04 FUNDING RECOMMENDATION RECOMMENDED ACTION: Adopt Resolution No. 2003-345 accepting the recommendation of the Community Activity Grant Citizen Review Committee and allocating funds to the organizations identified. ITEM EXPLANATION: Under the guidelines established in Council Policy #51, attached as Exhibit I, a seven- member Citizen Review Committee was appointed by the City Council to review the 2003-04 Community Activity Grant applications and make recommendations to Council. These guidelines specify that a review panel be made up of one representative from each quadrant of the City, one Senior Commission member, one Library Board member, and one Parks and Recreation Commission member. The grant applications were due to the Finance Department by October 17, 2003. A total of 16 grant applications were received with funding requests totaling approximately $238,000. The Citizen Review Committee met four times during the months of October and November. They reviewed the applications, interviewed the top applicants, and evaluated the grant requests based on level of enrichment, experience and background, and scope of project. As a result of their review and evaluation, a total of $56,600 in funding is being recommended for six of the requests. The table in Exhibit 2 summarizes the grant requests and the Citizen Review Committee's recommendations for funding. FISCAL IMPACT: The 2003-04 operating budget contains an appropriation of $60,000 for Community Activity Grants. No further appropriations are required. EXHIBITS: 1. Council Policy #51 2. This has included the allocation of funds to agencies that provide various enrichment programs to Carlsbad residents and visitors. During the 2003-04 budget process, the City Council directed a council subcommittee to evaluate the current process and recommend changes to facilitate that process. The following policy outlines those changes. The City Council has, in the past, chosen to fund community PURPOSE: To establish the process for distributing funds for community activities. POLICY: 1. It is the policy of the City of Carlsbad to allocate funds for community activities. 2. Programs funded under this policy may receive grants for no more than 3 years. 3. Community Activity Grants a. the community. These grants provide fimding for enrichment programs for b. annually during the budget process. The review panel will be comprised of the following: One representative from each quadrant of the City, one member of the Senior Commission, the Library Board, and the Parks & Recreation Commission. 4. Special Event Grants a. These grants provide city funding for Special Events in the city of citywide interest. b. These grants can be requested any time of the year. c. The requests will be funded from Council’s contingency account. d. The application process will consist of the following: i. Special event application ii. Special Event Grant supplemental application iii. Approval of special event by special events iv. Allocation of fimding by the City Council committee 5. Winning - Teams Grants a. These grants provide hnding to youth teams to offset the cost of travel expenses to national championship competitions. These grants can be requested any time of the year. The requests will be funded from Council’s contingency account. i. The participants are all 18 years of age or under. ii. The group or team is an organized non-profit corporation or agency. iii. The request for funding must be made prior to the date of the event. iv. At least 90% of the participants in the team or group are residents of Carlsbad. Summer Sounds 5,950 A new three-month summer series that features musically oriented activities for people of all ages an musical level. Buddv Bowl 2003 2,000 To help fund the operating costs of Buddy Bowl 2003 which is a flag football tournament held at Camp Pendleton to fundraise money for the Challenged Athletes Foundation (CAF). The CAF assists and promotes physically disabled individuals in their competitive athletic pursuits. Beach ExDlosion 5,000 Funding for a national competition of show choirs to held locally. This entertaining event will be promoted to the general population of Carlsbad. Proiects funding 11,850 Funding request is for the following programs offered by Hospice: memory books, Hope Center library update, School outreach and support, Camp HOPE, Teen grief support, Mailing program printing, and the Teddy Bear Project. Proiect Choice/Convicts reachinu out to PeoDle An ongoing prison visitation juvenile delinquency crime prevention-intervention program. 15,000 Proaram funding 30,000 Funding will be used to enhance and expand the reach and impact of some of the current activities now being completed by the CVBA. Maestro Goes to the Movies concert Program is designed to educate and entertain children and their parents and teachers about music, musical instruments and the joys and appreciation of music. 7,570 Palomar Transportation Summer Weekend Shuttle 15,000 This would be a free shuttle within Carlsbad on weekends during June, July and August for Carlsbad residents and visitors.
