RECOMMENDED ACTION :
It is recommended the City Council ADOPT RESOLUTION NO. 2003-346 approving the
plans and specifications and authorize the advertisement of bids for the construction of Aviara
Community Park, City Project No. 36991.
ITEM EXPLANATION :
In the 2003 - 2004 Capital Improvement Program (“CIP”) budget, the City Council has
appropriated funds for construction of Aviara Community Park, however, deferring the large
Community Center building originally in the park program to a future phase. The City’s design
team has recently completed the redesign and repackaging of the plans and specifications by
removing the Community Center building from the bid set and making minor adjustments to
affected work. The modified set of documents are now ready for advertisement of construction
bids. Staff recommends approval of the revised plans and specifications and requests
authorization to advertise for construction bids.
With the removal of the large Community Center building from the plan set, the estimated
construction time frame has been reduced from 14 months to 10 months. Construction is
estimated to begin in the Spring of 2004 and be completed by early 2005.
ENVIRONMENTAL REVIEW :
On February 6, 2002, the Planning Commission adopted Resolution No. 5108 approving a
Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for Aviara
Community Park finding the project to be in conformance with the requirements of the California
Environmental Quality Act, the State Guidelines, and the Environmental Protection Procedures of
the City of Carlsbad.
CARLSBAD PUBLIC ART COMPONENT :
The public art component for Aviara Community Park was reviewed and approved by both the
Carlsbad Arts Commission and the Carlsbad City Council in 2002. The public art component
has been integrated within the overall project layout and includes multiple individual art pieces to
be installed both within the large Community Center building as well as throughout the park site
itself. The public art pieces range from etched glass wall inserts and interpretative panels within
the Community Center building to painted metal sports symbols mounted on large metal posts
and additional interpretative panels mounted on cut rock formations adjacent pedestrian
pathways within the park. Those art pieces associated with the Community Center building will
be deferred to the future when the building is constructed in another phase. Those art pieces
within the park site will be developed with this first phase of the park construction.

Page 2 I I FISCAL IMPACT:
As of November 20, 2003, there remains an appropriated balance of $8,925,600 available for the
construction of the first phase of Aviara Community Park (park site development less the
Community Center building). The revised construction estimate for this first phase of the park
construction is $7,500,000. Therefore, sufficient funds exist to proceed with the solicitation of
construction bids at this time. A more detailed and revised development budget will be prepared
following receipt of the competitive construction bids. A summary of the CIP appropriations for
this project is as follows:
FY 2002 - 2003 CIP
1. Total Project Budget: $1 1,997,890 (Includes Community Center Building)

3. Low Bid Amount: $10,080,000
4. Estimated Value of Building: $ 3,000,000
FY 2003 - 2004 CIP
1. Total Project Budget: $1 0,700,000 (Excludes Community Center Building)
2. Construction Estimate: $ 7,500,000 I FY 2006 - 2010 CIP
1. Estimated Value of Building: $ 3,500,000 (Community Center Building)
ANNUAL OPERATING EXPENSES
With the park opening in the Spring of 2005, without the Community Center building, staff has
estimated the following annual operating expenses:
Park Maintenance and Operation: $227,000
Recreation Maintenance and Operation: $146,000
Subtotal: $373,000
Less Estimated Revenue: $ 54,000
Total Maintenance and Operation: $31 9,000

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS
AND SPECIFICATIONS AND AUTHORIZING THE
ADVERTISEMENT OF BIDS FOR AVIARA COMMUNITY
PARK, CITY PROJECT NO. 36991
WHEREAS, the City Council of the City of Carlsbad, California, has previously
appropriated hnds in the current budget for the construction of Aviara Community Park,
hereafter referred to as the “Project;” and
WHEREAS, the plans and specifications for the Project are complete and ready for
advertisement of construction bids and are on file in the Recreation Department of the City of
Carlsbad; and
WHEREAS, the City Council does hereby find it necessary, desirable, and in the
public interest to proceed with the construction of Aviara Community Park at this time.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California., as follows:
1. That the above recitations are true and correct
2. That the City Council does hereby approve the plans and specifications for the
construction of Aviara Community Park and authorizes the City Clerk, in
accordance with State law, to advertise for bids for the construction of Aviara
Community Park.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 16th day of DECEMBER , 2003, by the following vote:
