ITEM EXPLANATION:
This is a report to provide information on the status of the City of Carlsbad General Plan and the
progress the City has made in its implementation during Fiscal Year 2002 - 2003.
Backs round
California Government Code Section 65400 requires that all California cities and counties:
(6) (1) Provide an annual report to the legislative body, the Ofice of Planning and
Research, and the Department of Housing and Community Development on the
status of the plan and progress in its implementation, including the progress in
meeting its share of regional housing needs determined pursuant to Section 65584
and local efforts to remove governmental constraints to the maintenance,
improvement, and development of housing pursuant to paragraph (3) of subdivision
(c) of Section 65583.
This report for FY 2002 - 2003 is the fourth annual report to be prepared by the City in response to
Government Code Section 65400, and satisfies the requirement for information on the status and
progress in implementing the General Plan.
The Planning and Housing and Redevelopment Departments have also prepared an annual report
that includes the regional share housing information, which satisfies the State requirement that the
annual report address the progress of the City in meeting its share of regional housing needs. The
2002/2003 Housing Production Report has been prepared concurrently with this report.
Report Contents
The focus of this report is on the status of the City of Carlsbad General Plan and the progress in its
mplementation. This report does not include the progress of the City in meeting its share of regional
nousing needs. The 2002/2003 Housing Production Report satisfies the annual housing needs
*eport requirement. Taken together, this report and the 2002/2003 Housing Production Report meet
the requirements of Government Code Section 65400.
To determine the status of the General Plan and the City's progress in its implementation, each
department reviewed the General Plan programs for which they have responsibility in implementing.
The departments then provided information on the status of the implementation of each program
juring FY 2002 - 2003. This information is provided in the attached report, and is divided into two
Darts consisting of 1) answers to a questionnaire; and 2) a table that lists each General Plan
Drogram and its status.

The purpose of the questionnaire is to highlight major work that had been conducted during FY 2002 - 2003 that implemented the goals and objectives of the General Plan, and to determine what
changes might be necessary to better meet the needs of the City.
The second form of information is a table that lists each of the over 500 programs contained within
the nine elements of the General Plan. After each department reviewed the programs for which they
have responsibility in implementing, the implementation status of each program was indicated in the
table along with any additional comments.
ENVIRONMENTAL:
This report is categorically exempt from environmental review as per CEQA Guidelines Section
15306, which states that information collection activities are exempt from the provisions of CEQA.
FISCAL IMPACT:
The preparation of this report will not result in a fiscal impact.

INTRODUCTION
This is a report on the status of the City of Carlsbad General Plan and the progress
the City has made in its implementation during Fiscal Year 2002 - 2003. It has been
prepared in response to the requirements of California Government Code Section
65400, which reads in part as follows:
65400. Implementation of plan
After the legislative body has adopted all or part of a general plan, the
planning agency shall do both of the following:
(a) Investigate and make recommendations to the legislative body
regarding reasonable and practical means for implementing the general
plan or element of the general plan, so that it will serve as an effective
guide for orderly growth and development.. .
(b) (1) Provide an annual report to the legislative body, the Office of
Planning and Research, and the Department of Housing and
Community Development on the status of the plan and progress in its
implementation, including the progress in meeting its share of regional
housing needs determined pursuant to Section 65584 and local efforts
to remove governmental constraints to the maintenance, improvement,
and development of housing pursuant to paragraph (3) of subdivision
(c) of Section 65583.
Report Contents
The focus of this report is on the status of the City of Carlsbad General Plan and the
progress in its implementation. This report does not include the progress in meeting
the City’s share of regional housing needs. The 2002/2003 Housing Production
Report satisfies the annual housing needs report requirement. Taken together, this
report and the 2002/2003 Housing Production Report meet the requirements of
Government Code Section 65400.
In addition to meeting the State requirements, a second objective of this report is to
provide information that will be useful to the City Council, City Manager, and those
departments with responsibilities for implementing the General Plan.
There are over 500 programs contained in the General Plan, which are intended to
implement the General Plan’s goals, objectives and policies. To determine the status of the General Plan and the City’s progress in its implementation, each
department reviewed the General Plan programs for which they have responsibility
in implementing. The departments then provided information on the status of the
implementation of each program during FY 2002-2003. This information is provided
in two forms, which consist of: 1) Part I - answers to a questionnaire; and 2) Part II -
a table that lists each General Plan program and its status.

Introduction
The purpose of the questionnaire (Part I) was to highlight major work that had been
conducted during FY 2002-2003 that implemented the goals and objectives of the
General Plan, and to determine what changes might be necessary to better meet the
needs of the City. The questionnaire consisted of four questions as follows:
1. Highlight the major worWprogress in your depattmentldivision during fiscal
year 2002-2003 (July 1, 2002 through June 30, 2003) that was derived from
goals and objectives of the General Plan.
2. Highlight major worWprogress in your depattmentldivision anticipated to be
done during this fiscal year (2003-2004) that is derived from the goals and
objectives of the General Plan.
3. Do you have any recommended changes to the General Plan, such as
additional programs or modifications to existing programs to help implement
the goals and objectives of the Plan?
4. How can the General Plan better meet your department’s/division’s needs and
the needs of the community?
Consideration is given to each department’s response to the questionnaire, in
particular, any recommended changes that would better meet the needs of the City
and help implement the goals and objectives of the General Plan. After review and
analysis of the recommended changes, amendments to the General Plan will be
initiated as necessary.
The second form of information (Part It) is a table that lists each of the over 500
programs contained within the nine elements of the General Plan. The table reflects
the implementation status of each program along with any additional comments. The
implementation status is referenced as follows:
(C) “Completed” = One-time project for which all work has been completed
(0) “Ongoing” = Completed program but one that requires recurring activity
(I) “In Progress” = Staff work is well under way and program will be implemented
soon (including any necessary hearings)
(P) “Pending” = Program for which preliminary work needs to be initiated, or
program is in early stages of work
(D) “Delete” = Program that may no longer be necessary or relevant due to
another program, changed circumstances, or policy change

Many staff members assisted with the review and assimilation of information for the
preparation of this report. Each department assigned a liaison to review and
comment on the status of the General Plan programs. The following is a list of the

DEPARTMENT HIGHLIGHTS AND COMMENTS

The following information consists of responses to four questions asked of each City
of Carlsbad department with responsibility in implementing one or more goals,
objectives, policies or programs of the Carlsbad General Plan.
A. QUESTION1
Highlight the major WorWprogress in your departmenVdivision during Fiscal
Year 2002-2003 (July 1, 2002 through June 30, 2003) that was derived from
goals and objectives of the General Plan.
Department Response:
Fire Department
1. The Fire Department hired a part-time project manager and implemented Phase I
of the Hosp Grove Management and Rehabilitation Plan. 2000 trees were
removed from the project site.
2. Completed Disaster Response Plan.
Housing and Redevelopment
3. In August 2002, the Housing and Redevelopment Commission approved a
major redevelopment permit for the development of a mixed-use project
consisting of 65 condominium units and 8,662 square feet of retail on
Christiansen Way in the Village Redevelopment Area.
4. In 02-03, the Redevelopment Agency purchased a property in the Village and is
beginning the process to develop 11 affordable units on the site.
5. There was one affordable housing projects approved in 02-03 - Mariposa
Apartments (Calavera Hills) - 106 units. 32 of the units at Mariposa will be
affordable at 20-30% of AMI, which will make them the most affordable units in
the City. Both projects should be completed in the summer of 04.
6. In 02-03, we hired a consultant to begin preparing a Land Use Concept Plan and
Draft Design Guidelines for Ponto Specific Plan & Planning Areas F, G and H of
the Poinsettia Shores Properties. The Ponto Specific Plan is one component of
the South Carlsbad Coastal Redevelopment Area. The area is divided into 3
areas and the Ponto area is the first area of focus. This year we hope to present
a final Land Use Narrative Report and Illustrative Vision Statements for the Ponto
Area of SCCRA to the PC and City Council for approval.
7. In 02-03, there was a task force formed to study the feasibility of a temporary
Farmworker housing shelter. The task force hopes to present the feasibility
study to the Council some time this year.

8. The Carlsbad Redevelopment Agency continues to implement a Parking In-
Lieu Fee Program, which is a component of the program to provide additional
public parking areas within the Village and beach area. The funds within the
Parking In-Lieu Fee Account will be used to enhance or expand public parking
within the Village Redevelopment Area.
9. The Village Master Plan was completed in 1995. Since that time, the
Redevelopment Agency has been working to implement the goals, objectives
and policies of that document. This is an ongoing activity, which includes a
variety of activities to continue revitalization and redevelopment efforts within
the Village area. These activities include the promotion of housing projects
that are part of a mixed-use concept.

Continue to implement customer surveys to guarantee customer satisfaction.
Continue to implement the Recreation Department’s Strategic Plan.
Completed the Northwest Quadrant Community Park Master Plan.

Planning
20. A citizen’s committee was formed to review Council Policy 43 (excess
dwelling unit bank). Staff organized numerous workshops and worked with

the committee to study issues related with the excess dwelling unit bank. The
committee’s recommendation was presented to the City Council in December
2002, and the Council voted to reduce the number of dwelling units in the
bank to 2,800 units citywide.
In February 2003, the City Council approved the Habitat Management Plan,
and in June 2003, the California Coastal Commission approved the plan with
suggested modifications. City Council approved the Coastal Commission
suggested modifications on June 17, 2003. The approval of the HMP is the
result of many years of diligent work by staff in coordination with federal and
state resourcehegulatory agencies.
Also in February 2003, the City Council authorized staff to make necessary
revisions to the Municipal Golf Course design in order to resolve the Coastal
Commission’s appeal of the project. The revised project was submitted to the
Coastal Commission, and the Coastal Commission voted to approve the
golf course in August 2003. Like the HMP, the golf course is also the result of
many years of work by staff and coordination with the various resource
agencies
In June 2003, the City Council approved a comprehensive amendment to the
Housing for Senior Citizen Ordinance. The amendment consisted of
incorporating provisions of state and federal law, increasing the parking
requirement, and reformattingklarifying parts of the ordinance to make it more
user friendly .
In an effort to protect one of the City’s most important natural resources, staff
continued to participate in efforts to eradicate Caulerpa taxifolia from Agua
Hedionda Lagoon. As of mid-2002, the Caulerpa infestation in the lagoon
had been reduced by 90% (from approximately 11,000 square feet to 4 square
feet).
Staff initiated a General Plan amendment (T-R land use designation
description) and Zoning Ordinance amendment (C-T Zone chapter). The
amendment consists of clarifying the purpose and intent of the designationkone
and expanding the list of permitted uses in the C-T Zone to better implement the
T-R land use designation. This project was initiated as part of the General
PladZoning Consistency Program (a multi-year/multi-part goal), which
consists of :
a. clarifying what zoning designations implement what general plan
designations
b. resolve known policy issues
c. review general plan and zoning designations on all properties
d. recommend changes to remedy any identified inconsistencies

Completed a General Plan amendment to the Parks and Recreation
Element, which consisted of updating the park inventories and demand, and
incorporating the trails program.
Staff coordinated the review (i.e. land use, design, habitat preservation,
facilities management, environmental review, etc.) of several large
development proposals. The following is a summary of some of the major
projects that were reviewed during FY 2002/2003:
Master Plans/Specific Plans
0 The Bressi Ranch Master Plan was approved, which established a land
use plan for residential, planned industrial and mixed use development,
habitat preservation/open space, community facilities and recreation areas
on the southeast corner of Palomar Airport Road and El Camino Real.
0 Staff continued the review process on a 57-acre master planned
development that includes retail, commercial and residential uses (La
Costa Town Square - Mag Property).
0 Staff continued the review process on the Robertson Ranch Master Plan.
0 Staff became actively involved in the development of the Ponto Area
Specific Plan (providing information and comments to the City consultant
and other departments, and attending meetings/workshops with the
co m m u n it y) .
Residential Proiects
0 Several residential subdivisions were approved, including 7 subdivisions in
the Calavera Hills Master Plan area and 4 subdivisions in the Villages of
La Costa Master Plan area, which consist of a combined total of 660
single-family lots, 252 condominium units, open space and recreation lots.
0 A 106 unit apartment project was approved in the Calavera Hills Master
Plan area. All units in the project will be affordable to low income
households.
Staff continued to review several other large residential projects, including
Cantarini Ranch and Holly Springs, which consist of a combined total of
148 residential lots, an 80-unit multi-family site and open space.

Department Highlights and Comments
0 Applications were submitted and the planning review process was initiated
on several residential projects, including 386 single-family lots (5 tentative
maps) in the Villages of La Costa area, and a 100-unit affordable
condominium project in Bressi Ranch.
Planned Industrial Proiects
0 Two large Planned Industrial subdivisions/projects were approved: the
FodMiller Property and the Carlsbad Oaks North Business Park
Specific Plan, which will result in a combined total of 28 industrial lots,
open space and improvements to the South Agua Hedionda Interceptor
sewer.
Commercial Proiects
0 An application was submitted and staff initiated review of the Carlsbad
Ranch Resort - a full service destination resort, proposed to including
hotel and timeshare units, restaurants, recreation areas, and meeting
facilities, to be located on the west side of Hidden Valley Road between
Cannon Road and Palomar Airport Road.
Communitv and Public Facilities/Utilities
Several community and public facilities projects were approved, including
the Cannon Road Lift Station, and Larwin and Aviara Community
Parks.
Staff continued the review process on several applications for community
facilities and public utilities projects, including the Coastal Rail Trail,
Carlsbad Seawater Desalination Plant and Olivenhain Municipal Water
District Specific Plan.
Public Works - Enqineering

Fire Department
1. Modify Public Safety Element (Section II), Fire Hazards - Paragraph 8, 5th
sentence, "For example, a residential street with parking allowed on both
sides would be not less than 36 feet in total width." This standard has been
modified by the new Livable Neighborhood Development Standards.

2. Modify Public Safety Element (Section II & Ill), Oil Spills, - The San Diego
Gas and Electric (SDG&E) Encina Power Plant referred to in this section is
now owned by Cabrillo Power.
3. Modify Public Safety Element(Section Ill), Geology and Seismic Safety, C.4 - City Council has adopted amendments to the Building Code prohibiting the
installation of wood roofs. The program should be amended to reflect this.
Housina and Redevelopment
4. Amend Land Use Element, Village Program C.2, to reflect that the
Redevelopment Plan has been adopted, but the Land Use Plan for the Barrio
has not.
Planning
5. Much statistical information in the General Plan is out of date and should
be updated. For example, all references to population and housing data from
the 1990 Census should be updated to reflect data from the 2000 Census.
Much of the land use inventory is also out of date.
6. In addition, there are several General Plan Programs that should be
updated to reflect current information or should be deleted. Some
Programs reference documents or information that is no longer relevant or
valid. For example, the Open Space and Conservation Element referenced
the “Open Space Advisory Committee”, which no longer exists.
7. Consider adding a program in the Circulation Element to incorporate “transit
first” concepts and coordination with NCTD.
8. As a result of the General PlanRoning Consistency Program, necessary
amendments to the General Plan may be identified and prepared for Planning
Commission and City Council review.
9. Pursuant to State law, the Housing Element is scheduled for a 5-year
comprehensive update during FY 04-05.
10. As a result of the pending Regional Comprehensive Plan, due for draft
review in December 2003, some changes are likely needed to the Land Use
Element and Circulation Element to: 1) reflect the relationship between the
General Plan and Regional Comprehensive Plan, and 2) consider certain
policy changedadditions to the General Plan.

Parks and Recreation
1. Continue to update the various elements to reflect what is currently
happening with respect to the operations of the City (i.e. constant review and
u pdat i n g ) .
Planning
2. Consider revising, or doing a thorough review of, the format of the General
Plan to ensure that the Programs implement the Goals, Objectives and
Policies that they are associated with. The General Plan programs should
specify tasks or actions the City plans to take in order to achieve certain goals
and objectives. It may be helpful if the Programs specified which
departments/divisions have the lead responsibilty for their implementation and
clarified how the specific tasks or actions were to be achieved, as is done
currently with the Programs in the Housing Element.
3. Consider amending the Land Use Map and/or Zoning Map to identify which
properties are subject to a Master Plan or Specific Plan. There is no readily
available resource for the public or staff to use to identify what properties are
affected by Master Plans and Specific Plans. It would be very useful to be able
to clearly identify those properties when answering questions at the public
counter or when researching what development standards apply to specific
properties.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING THE GENERAL PLAN
IMPLEMENTATION STATUS REPORT FOR FY 2002-03
WHEREAS, the California Government Code Section 65400 requires that all
California cities and counties provide an annual report to the legislative body, the Office of
Planning and Research and the California Department of Housing and Community Development
on the status of the plan and progress in its implementation, including the progress in meeting
its share of regional housing needs determined pursuant to Section 65584 and local efforts to
remove governmental constraints to the maintenance, improvement, and development of
housing pursuant to paragraph (3) of subdivision (c) of Section 65583; and
WHEREAS, the current report covers the period July 1, 2002 to June 30, 2003;
and
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City
of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad accepts the report and directs the
Planning Director to submit the report to the Governor’s Office of Planning and Research and
HCD.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 13th day of January , 2004 by the following vote,
