RECOMMENDED ACTION:
Adopt Resolution No. 2004-008
Grant/HOME Investment Partnership Funding Advisory Committee.
appointing members to the City's Community Development Block
ITEM EXPLANATION:
The City receives federal funds to assist lower income families and individuals through the Community
Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Programs. The Citizen
Participation Plan required for Carlsbad's CDBG/HOME Program specifies the formation of a seven member
Funding Advisory Committee to make recommendations regarding funding allocations to the City Council.
The Citizen Participation Plan further specifies that the seven members to the Committee be appointed with
the following representation: one Housing Commissioner, one Planning Commissioner, one Senior
Commissioner, and four citizens-at-large, one from each quadrant of the City.
The following Committee Members were appointed to two-year terms on December 10,2002:
Senior Commission Arthur Wood
Southeast Quadrant Liz Paegel
The Mayor has received the following recommendations for new appointments to the Committee:
Planning Commission Melissa White
Housing Commission Bobbie Smith
Northwest Quadrant Jim Sweeney
Northeast Quadrant Eric Ohlin
Southwest Quadrant Dale Ordas
Staff recommends that Council adopt the attached Resolution reaffirming the appointment of the
previously appointed Committee Members and appointing new Committee Members as recommended
above for two-year terms.
FISCAL IMPACT:
No fiscal impact to City funds.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING MEMBERS TO THE CITY OF CARLSBAD’S
COMMUNITY DEVELOPMENT BLOCK G€”T/HOME INVESTMENT
PARTNERSHIP FUNDING ADVISORY COMMITTEE FOR PROGRAM YEAR
2004-2005.
WHEREAS, the Citizen Participation Plan for Carlsbad’s Community Development Block Grant
(CDBG)lHome Investment Partnership (HOME) Program specifies the formation of a seven member citizen
advisory committee to make recommendations regarding CDBG hnding allocations to the City Council; and
WHEREAS, the Citizen Participation Plan further specifies that the seven members of the
CDBGMOME Funding Advisory Committee be appointed with the following representation: one Housing
Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at-large (one from
each City Quadrant); and
WHEREAS, Arthur Wood and Liz Paegel were appointed to the Advisory Committee for two-year
terms on December 10, 2002, and all other Advisory Committee Members from the 2003-2004 Program
Year have completed their two-year terms; and I
WHERAS, Arthur Wood has resigned his position on the Senior Commission and a new
representative from the Senior Commission is needed.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.

2. That the Mayor, subject to the majority concurrence of the City Council pursuant to CMC
Section 2.06.070, appoints the following members to the Advisory Committee for two year terms:
Planning Commission Representative Melissa White
Housing Commission Representative Bobbie Smith
Senior Commission Representative David Ricker
Northwest Quadrant Representative Jim Sweenev
Northeast Quadrant Representative Eric Ohlin
Southwest Quadrant Representative Dale Ordas
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the City of
Zarlsbad, California, held on the 13th day of Janua rv 2004, by the
following vote, to wit:
AYES: Council Members Lewis, Finnila, Kulchin, Hall and Packard
NOES: None
