ENG I - TITLE: AUTHORIZATION TO ADVERTISE FOR BIDS FOR JEFFERSON STREET SIDEWALK PROJECT, PROJECT NO. 3883/3560 3i!E CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2004-028 City Clerk to advertise for bids for the Jefferson Street Sidewalk project, Project No. 3883/3560. approving plans and specifications and authorizing the ITEM EXPLANATION: The Jefferson Street sidewalk project includes the reconstruction of existing sidewalk segments and the construction of new sidewalk segments along Jefferson Street from Magnolia Avenue to Citrus Place. The segments that will be improved are: 0 0 The entire east side of Jefferson Street between Magnolia Avenue and Carol Place; A 100-foot segment on the west side of Jefferson Street between Magnolia Avenue and Anchor Way; 0 The west side of Jefferson Street from Tamarack Avenue south to its intersection with Citrus Place. The project also includes roadway widening and the conversion of overhead service drops to underground systems. This design will allow for planting in the parkway, as well as adequate handicap accessibility. Temporary privacy fencing, noise and dust control devices will be installed to reduce construction impacts to existing residents. At the conclusion of the project, this segment of Jefferson Street will be improved to local street standards. ENVIRONMENTAL REVIEW: The new construction of small structures, including street improvements, is exempt from environmental review pursuant to Section 15303 (d) of the State California Environmental Quality Act (CEQA) Guidelines. The replacement or reconstruction of existing facilities is exempt from environmental review pursuant to 15302(c) of the State CEQA Guidelines. A Notice of Exemption was filed June 24, 2002. FISCAL IMPACT: The funds needed for this project are $41 1,700. Project cost breakdown is as follows: There are sufficient funds available in the project accounts for this project. RESOLUTION NO. 2004-028 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE JEFFERSON STREET SIDEWALK PROJECT, PROJECT NO. 388313560 WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to construct new sidewalks and reconstruct existing sidewalks and associated improvements on segments of Jefferson Street between Magnolia Avenue and Citrus Place; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental of said project have been prepared and are on file in the Engineering Department of the City of Carlsbad and are incorporated by reference herein; and WHEREAS, said project was included in the 200212003 Capital Improvement Program; and WHEREAS, the General Capital Construction fund includes sufficient funds to construct this project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the Jefferson Street Sidewalk Project, Project No. 3883/3560, in accordance with the plans, specifications and contract documents referred to herein. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 20th day of January , 2004 by the following vote, to wit: Council Members Lewis, Finnila, Kulchin, Hall, and Packard AYES: R /- ATTEST Resolution No. 2004-028 Page 2 (SEAL) 5 January 14,2004 TO: CITY MANAGER FROM: Associate Engineer JEFFERSON STREET CANARY ISLAND PALMS The Public Works Supervisor in the Parks Department is currently going through the contract process to get a contractor on board to remove the Canary Island Palms. The trees have been certified diseased by a certified arborist and this documentation is in both the Capitol Improvement Program file and the Planning Department Coastal Development Permit file.
