PATROL SEDANS

RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. 2004--031

ITEM EXPLANATION:
Funds are appropriated in the 2003-2004 fiscal year vehicle replacement budget for the purchase of
six police patrol vehicles that have exceeded the age and mileage requirements of the City's vehicle
replacement program. Five units will be replaced with new Crown Victorias purchased from Ken Grody Ford. One unit was replaced with a Crown Victoria previously assigned to the Fire Marshall. A Ford
Taurus was purchased to replace the Fire Marshall's vehicle, thereby downsizing this unit to a smaller,
less expensive vehicle.
Section 3.28.090 of Carlsbad Municipal Code allows the Purchasing Officer to purchase equipment through cooperative purchasing programs with other public agencies when the agency has made its
purchase in a competitive manner. In November of 2003 the City of Oceanside received bids for
eleven police patrol sedans. The lowest responsive bid of $21,398.00 per vehicle was submitted by Ken Grody Ford. This bid included a public agency clause, allowing other governmental agencies to
purchase like units under a Cooperative Purchase Arrangement.
As in previous years, Staff recommends ordering our vehicles with additional options not included on
the Oceanside cars. We add the Ford factory police prep package, which includes front and rear
strobes in the turn signal assembly, power packs to operate the strobes and the wig wag headlight
flasher, plus all the wiring for the light bar, radio, siren, and other code equipment. Adding the factory
package speeds up the process of putting the cars into service since the items do not have to be
added by our contracted vehicle outfitter. The cost of the package is recouped by eliminating the
need for the outfitter to perform these installations. This package has the added benefit of being
covered under the Ford factory warranty. The other options are side air bags, a power driver seat
and adjustable pedals to enhance driver safety and comfort.
Additional code equipment, such as the light bars, radios, siren controls, consoles, prisoner seats
and barrier cages, will be removed from the out of service vehicles and transferred to the new
veh icles.
3ur price per vehicle with the additional options is $23,448 plus tax.
FISCAL IMPACT:
Jnencumbered funds are available in the Vehicle Replacement Capital Outlay Account for the five
ieh icles.

RESOLUTION NO. 2004-031
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASE
OF FIVE POLICE PATROL VEHICLES
WHEREAS, the City of Carlsbad wishes to purchase five patrol vehicles, and;
WHEREAS, Section 3.28.090 of the Carlsbad Municipal Code provides that the City may participate
in cooperative purchasing programs with other public agencies, and;
WHEREAS, the City of Oceanside received bids to purchase patrol vehicles which included a public
agency clause, and;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. The Purchasing Officer is hereby authorized and directed to issue a purchase order to Ken
Grody Ford in the amount of $126,326.10 including sales tax.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad held on the 3rd day of February ,2004, by the following vote, to wit:
