CITY OF CARLSBAD -AGENDA BILL
TITLE:
ACCEPTANCE OF DONATIONS AND
APPROPRIATION OF FUNDS
CITY MGR-
RECOMMENDED ACTION:
City Council Adopt Resolution No. 2004-038 accepting donations in the amount of $9,544
and authorizing the Finance Director to appropriate said funds as well as authorizing the
appropriation of funds in the amount of $6,000 from the Library Endowment Fund account .
ITEM EXPLANATION :
The Carlsbad Arts Associates, the non-profit support organization of the City's Cultural Arts Office,
has donated funds to support Art at Jazz, a hands-on art program for families that takes place during
the City's annual TGIF Jazz in the Parks concert series. The Associates have also donated funds
to support the 2004 Multicultural Festival: By Kids for Kids. This program is co-presented with the
Carlsbad Library, Children's Division and co-sponsored by the Friends of the Carlsbad Library.
Target Stores has donated funds to support the '03/04 Family Open Studios program. This program's
purpose is to further enlighten and engage the community with art through a visit to the Cannon Art
Gallery to view a current exhibition, followed by a related hands-on art activity designed for the whole
family.
The Carlsbad Library Foundation has given the City funds from the William D. Cannon Art Gallery
Endowment Fund to support the Three-Part-Art education program presented at the Cannon Gallery
to 3'' and 4'h graders who attend schools located in the City of Carlsbad.
Appropriation of funds from the Library Endowment Fund account was mistakenly not requested
for the 2003-04 operating budget. These funds will be used for programming to take place in the
Schulman Auditorium.
FISCAL IMPACT:
The Arts Associates donated $850 for Art at Jazz. These funds will be used to support staff and
purchase art supplies. The Arts Associates also donated $3,000 for the By Kids For Kids
multicultural festival. These funds will be used to secure performers for this program.
Target Stores donated $1,000 to the Family Open Studios program. These funds will be used to
support staff and purchase art supplies.
The Carlsbad Library Foundation gave $4,694 to the Three-Part-Art Program. These funds will be
used to support staff, purchase art supplies, and provide a curriculum for this program.
The Library Endowment Fund account was established to support programming in the
Schulman Auditorium and has funds available to allow $6,000 to be appropriated into the
Cultural Arts Office Community Arts Support account.
The Arts Office requests the Finance Director be authorized to appropriate the $1 5,444 into the
Cultural Arts Office Community Arts Support account.

RESOLUTION NO. 2004-038
A RESOLUTION OF THE CITY COUNCIL OF THE cin OF 4RLSB, D,
CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF DONATIONS AND
APPROPRIATION OF FUNDS.
WHEREAS, the Carlsbad Arts Associates, the non-profit support organization of the
City’s Cultural Arts Office, has donated funds to support the “Art at Jazz” program and
Multicultural Festival: By Kids for Kids; and
WHEREAS, Target Stores has donated funds to support the FY ‘03/04 Family Open
Studios program; and
WHEREAS, the Carlsbad Library Foundation has given the City funds from the William
D. Cannon Art Gallery Endowment Fund to support the Three-Part-Art education program; and
WHEREAS, funds from the Library Endowment Fund account support programming
in the Schulman Auditorium.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, as
follows:
1. That the above recitations are true and correct.
2. That donations from the Carlsbad Arts Associates, Target Stores and Carlsbad
3. That the Finance Director is hereby authorized to appropriate the $9,544 in donations
Library Foundation in the amount of $9, 544 are hereby accepted.
and $6,000 from the Library Endowment Fund account for use as stated above.
PASSED, APPROVED AND ADOPTED, at a regular meeting of the City Council
of the City of Carlsbad, California, held on the 10th day of February ,2004, by the
following vote, to wit:
AYES: Council Members Lewis, Finnila, Kulchin, Hall and Packard
