TITLE: ACCEPTING BIDS AND AWARDING A
CONTRACT FOR THE CONSTRUCTION OF THE
TRAFFIC SIGNAL AT ALGA ROAD AND XANA WAY CITY ATTY.
CITY MGR.- PROJECT NO. 3893-1 AND APPROPRIATION OF FUNDS
Adopt Resolution No. 2004-039 accepting bids and awarding a contract for the
construction of the traffic signal at Alga Road and Xana Way, Project No. 3893-1 and appropriation
of funds.

On October 7, 2003, the City Council approved the plans and specifications for the traffic signal at Alga Road and Xana Way, and directed the City Clerk to advertise for construction bids. On December 4, 2003, the following five (5) sealed bids were received:

The Engineer’s Estimate for construction of the traffic signal was $1 50,000. The lowest responsible bidder is T&M Electric, Inc. at $178,000. The documents submitted by T&M Electric, Inc., for the
project have been reviewed and analyzed by staff and found to’ be in order. Staff, therefore,
recommends the award of the traffic signal construction contract to T&M Electric, Inc.
ENVIRONMENTAL REVIEW:
This project is a Class 1 Categorical Exemption and is therefore exempt from the environmental
review process under provisions of the California Environmental Quality Act (CEQA), Section 15301 (f). A Notice of Exemption will be issued by the Planning Director.
FISCAL IMPACT:
The project cost breakdown is as follows:
Funds from the General Capital Construction Fund in the amount of $210,000 have been previously
appropriated. Due to current economic conditions, construction costs for traffic signal installation
have increased significantly since funds were originally budgeted for this project. Sufficient funds are not currently available in the project account for construction of these improvements; therefore, staff
recommends the appropriation of additional funds from the General Capital Construction Fund in the
amount of $25,270 in order to complete Project No. 3893-1.

RESOLUTION NO. 2004-039
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING A
CONTRACT FOR THE CONSTRUCTION OF THE TRAFFIC
AND APPROPRIATION OF FUNDS.
SIGNAL AT ALGA ROAD AND XANA WAY, PROJECT NO. 3893-1
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable and in the public interest to construct the traffic signal at Alga Road and
Xana Way; and
WHEREAS, five (5) sealed bids were received on December 4, 2003 for the project; and
WHEREAS, the lowest responsive, responsible bid for the project was submitted by T&M
Electric, Inc., in the amount of $178,000; and
WHEREAS, additional funds in the amount of $25,270 need to be appropriated in order to
construct the traffic signal at Alga Road and Xana Way, Project No. 3893-1.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the low bid submitted by T&M Electric, Inc., in the amount of $178,000, is
hereby accepted and the Mayor is hereby authorized to execute a contract on behalf of the City
for the construction of the traffic signal at Alga Road and Xana Way.
3. That the Finance Director is hereby authorized to appropriate $25,270 from the
3eneral Capital Construction Fund for completion of this project.

That the City Manager is hereby authorized to approve construction change orders

5. That the award of this contract is contingent upon the bidder submitting the lowest
responsive bid executing the required contract and submitting the required bonds and insurance
policies, as described in the contract, within twenty (20) days of adoption of this resolution.
The City Manager may grant reasonable extensions of time.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 10th day of February , 2004 by the following vote, to wit:
