RECOMMENDED ACTION:
Adopt resolution No. 2004-046 approving ratification of temporary agency contract with
Manpower for year ending February 16, 2004 and approving amendment to increase the
temporary agency contract with Manpower for contract year ending February 16, 2005.
ITEM EXPLANATION:
In 2002, the City entered into contracts with four temporary service agencies, Manpower,
Eastridge, Randstad and AppleOne for an amount not to exceed $900,000 ($225,000 per
contract year, per agency).
Until the current contract year of February 17, 2003 through February 16, 2004 the
expenditures under each contract have remained within the $225,000 per year allowed per
contract. In the last few months, Human Resources began receiving requests for temporary
help that required the temporary employees to drive City vehicles. This need, most
prevalent in the Public Works Department, was dictated by workload related to special
projects requiring the ability of temporary employees to drive. Manpower is the only
temporary agency under contract that fulfills the insurance requirements for temporary
employees to drive while on assignment at the City of Carlsbad.
Therefore, we recommend that Manpower’s contract be ratified to include a projected
additional expenditure of $110,000 for the current contract year based on recent special
needs. In addition, we recommend Manpower’s contract amount be increased to an
amount not to exceed $700,000 for Agreement year ending February 16,2005.
FISCAL IMPACT:
The fiscal impact of all temporary services contracts will not exceed the forecasted
$900,000. However, the forecasted utilization of Manpower services is estimated to be
$700,000 in contract year February 2004 through February 2005. Funds for temporary
employment services are included in individual departmental operating budgets for Fiscal
Year 2003-2004.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA7 RATIFYING A TEMPORARY
AGENCY CONTRACT AND APPROVING AN INCREASE TO
THE TEMPORARY AGENCY CONTRACT WITH
MANPOWER
WHEREAS, recent special projects required $1 10,000 of additional services from
Manpower for contract year February 2003 through February 2004; and
WHEREAS, forecasted utilization of Manpower is estimated to be $700,000 for contract
year February 2004 through February 2005.
NOW, THEREFORE7 BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council approves Ratification of Amendment No. One Amending the
Agreement for Temporary Staffing Services with CPM Limited a.k.a. Manpower, a
Nevada Corporation.

RATIFICATION OF AMENDMENT NO. ONE AMENDING THE AGREEMENT FOR
TEMPORARY STAFFING SERVICES
CPM Limited a.k.a Manpower, a Nevada Corporation
2005, but effective February 17, 2003, amending the underlying initial agrgement
between the Parties dated August 12, 2002 (the “Agreement”) by and between the City
of Carlsbad, a municipal corporation, (“City”), and CPM Limited a.k.a. Manpower, a
Nevada corporation, (“Contractor“) (collectively, the “Parties”).
This Ratification of Amendment No. One is entered into Febr~~~~ \Ph ,
RECITALS
A. Consistent with Section 25 (Entire Agreement) of the Original Agreement, and
Sections I (Scope of Work), Section 3 (Term), and Section 5 (Compensation) the Parties
hereby agree to modify the Agreement’s compensation term.
B. Upon the execution date of the Original Agreement the Parties agreed that the
Compensation would not exceed two hundred twenty-five thousand dollars ($225,000)
per Agreement year, based on actual usage of services by the City.

2. The annual contract amount shall be three hundred thirty-five thousand
dollars, ($335,000.00) for contract year ending February 16, 2004, based on
actual usage of services.
3. All other provisions of the Agreement, as may have been amended
from time to time, will remain in full force and effect.
4. All requisite insurance policies to be maintained by the Contractor
pursuant to the Agreement, as may have been amended from time to time, will include
coverage for this Amendment.
5. The individuals executing this Amendment and the instruments referenced
in it on behalf of Contractor each represent and warrant that they have the legal power,
right and actual authority to bind Contractor to the terms and conditions of this

increased to an amount not to exceed seven hundred thousand dollars ($700,000)
effective on February 17, 2004 and subsequent contract extensions.

A I reviewed the calculations you had for the manpower employees. As we discussed, the projection for a
total of five employees for the Inventory Project for Engineering was high. From a department
prospective, only two individuals were "approved". I prepared a worksheet (at Lloyd's request) and it
shows that we need about $500,000 for temporary employees ...g ive or take a couple of thousand. This
was as of this afternoon at about 2:OOpm - it was difficult to confirm all of the information, but I think it's
pretty accurate and don't expect a huge jump in the numbers.
Lloyd provided Lisa with a copy of the worksheet as well. She is wondering if now we need to change the
value of the contract - you may expect to hear from her on Monday. I'm attaching a copy of the
spreadsheet I prepared so that you can compare it to your numbers. Again, I think the biggest difference
is the number of employees required for engineering.
