ITEM EXPLANATION:
This item was initiated by the Homeowner's Association for The Cape at Calavera Hills. Woodstock
Street is a short, residential serving street located immediately east of the Calavera Hills
Community Park. It is 0.3 miles in length and terminates in a cul-de-sac at Lancaster Road,
a private street.
Woodstock Street has a curb-to-curb width of 32 feet with sidewalks on the north side only.
There is one traffic lane in each direction and the two-way, 24-hour average daily traffic (ADT)
volume is about 1,100 vehicles. A speed survey found the 85th percentile speed on Woodstock
Street to be 30 miles per hour. The 85th percentile speed, commonly called the critical speed, is the
speed at which 85 percent of the vehicles are traveling at or below. There have been no reported
traffic collisions on Woodstock Street for the two-year period ending December 31, 2003.
Sections 22357 and 22358 of the California Vehicle Code authorize local authorities to establish a
prima facie speed limit on the basis of the results of an Engineering and Traffic Survey.
The Engineering and Traffic Survey considers such factors as the number of collisions that have
occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic
volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight
distance, and conditions that may not be readily apparent to the driver.
At their meeting on December 1, 2003, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to establish a prima facie speed limit upon Woodstock Street.
The Commission recommended by a 4-0 vote that a 25 mile per hour prima facie speed limit be
established upon Woodstock Street from Glasgow Drive to Lancaster Road.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.
FISCAL IMPACT:
Installing two speed limit signs upon Woodstock Street will cost about $250.

OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF
SECTION 10.44.710 TO ESTABLISH UPON WOODSTOCK STREET A
PRIMA FACIE 25 MILE PER HOUR SPEED LIMIT FROM GLASGOW
DRIVE TO ITS INTERSECTION WITH LANCASTER ROAD.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended
by the addition of Section 10.44.71 0 to read as follows:
“1 0.44.710 Woodstock Street. Upon Woodstock Street from
Glasgow Drive to its intersection with Lancaster Road, the prima
facie speed limit shall be twenty-five miles per hour.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(1 5) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
17th day of February ,2004, and thereafter,
