ENG RECOMMENDED ACTION: CITY MGR.~ Carlsbad City Council: Adopt Resolution No. 2004-053 accepting bids and awarding the construction contract for Rancho Santa Fe Road North, Phase 2, Project Nos. 3907, 3887, and 3923. Carlsbad Municipal Water District Board of Directors: Adopt Resolution No. accepting bids, awarding the construction contract and authorizing appropriations for Rancho Santa Fe Road North, Phase 2, Project Nos. 3907,3887, and 3923. 1201 ITEM EXPLANATION: The Rancho Santa Fe Road project consists of the widening and realignment of approximately 2.3 miles of Rancho Santa Fe Road from La Costa Avenue to Melrose Drive. The project is being constructed in two phases: Phase 1, from La Costa Avenue to San Elijo Road; and Phase 2, from San Elijo Road to Melrose Drive. Rancho Santa Fe Road is identified in the General Plan as a prime arterial. Improving the road to meet prime arterial standards is necessary at this time to meet Growth Management Standards for the southeast area of Carlsbad. Improvements include widening the road from two lanes to six lanes, realigning the road generally to the east, and replacing the bridge structure at the San Marcos Creek crossing. Benefits of the project include reduced congestion, improved traffic flow, and increased safety for travelers on the road. Additionally, this project will improve a vital link in the North County region's roadway network. Phase 1, currently under construction, includes widening and realigning approximately 1.7 miles from La Costa Avenue to San Elijo Road. Construction of Phase 2 will complete the remaining 0.6 miles of Rancho Santa Fe Road to Melrose Drive and includes the following: 0 0 Two new bridges over San Marcos Creek, one for northbound and one for southbound traffic Full-width pavement for six lanes of traffic 0 Outside curb and gutter and median curbs 0 Realignment of Melrose Drive to intersect with Rancho Santa Fe Road approximately 400 feet northerly of its current intersection Extension of Corintia Street to intersect with the realigned Melrose Drive Approximately 4,200 linear feet of 16-inch, 24-inch and 30-inch diameter recycled water pipelines Approximately 2,300 linear feet of 12-inch, 14-inchI 16-inch, 20-inch and 27-inch diameter potable water pipelines Relocation of two pressure reducing stations for potable water Approximately 3,100 linear feet of 8-inch and 24-inch diameter sewer pipeline 0 0 0 0 0 Approximately 3,055 linear feet of the 24-inch diameter recycled water pipeline and 1,445 linear feet of 30-inch diameter recycled water pipeline mentioned above will be constructed in the new roadway. These pipelines and appurtenances are part of the Carlsbad Municipal Water District Phase II Recycled Water Project. Page 2 of Agenda Bill No. l7 514 On November 4, 2003, City Council and the Board of Directors both authorized the advertisement for bids for the Phase 2 project. The Purchasing Department received eight sealed bids on January 22,2004 as shown in Table 1. TABLE 1 - BIDS FOR RANCHO SANTA FE ROAD NORTH, PHASE 2 The Engineer's Estimate for this contract is $14,200,000. The apparent lowest responsible and responsive bidder is FCI Constructors, Inc. All bid documents submitted by FCI Constructors, Inc. have been reviewed by staff and found to be in order. FISCAL IMPACT: The tables below summarize the costs, necessary additional appropriation and funding sources for the construction of Rancho Santa Fe Road North, Phase 2 project. (1) Includes $1 1.7 million of funds that will be reimbursed from FederaVState grants. Several of the utilities and a portion of the roadway will be funded through agreements between the City and Vallecitos Water District (WD) and Morrow Development. WD will fund a portion of the recycle water pipeline costs and Morrow Development is responsible for a portion of the roadway per conditions of development of the Villages of La Costa. An existing agreement with WD also makes it responsible for a portion of the potable water pipeline relocation. Page 3 of Agenda Bill No. 17 t 514 The oversizing of the VWD recycled water pipeline and construction of a new recycled water pipeline will be funded as part of the Phase II Recycled Water Project. This project is funded primarily with state and federal grants and loans. The State Water Resources Control Board (SWRCB) has approved the plans and specifications for the upsizing of a 12-inch diameter recycled water pipeline to a 24-inch diameter pipeline; and a new 30-inch diameter recycled water transmission main. Final authorization to spend these funds will occur after the bid is awarded. The Bureau of Reclamation is providing a grant for 25% of the cost these recycled water pipelines. As noted in the Project Cost Summary Table above an appropriation of $215,000 is necessary for the cost of the potable waterline relocation. CMWD is responsible for a portion of the cost of the relocation of an existing VWD potable water pipeline in accordance with an existing agreement dated July 1, 1978. CMWD will use water replacement funds for 59.5% of the cost of the 20" and 27" potable water pipeline relocations and the relocation of the Meadowlark Pressure Reducing Station. An appropriation of $558,000 was authorized at the November 4, 2003 council meeting when council also authorized advertisement to bid the Rancho Santa Fe Road North, Phase 2 Project. This amount was an estimated cost. The CMWD proportional cost based on the bid submitted by FCI, including contingency, inspections, materials testing and administration is $773,000. The additional appropriation of $21 5,000 will also use water replacement funds. The remaining 40.5% will be paid by VWD. Federal grants for the roadway work have been authorized by the appropriate agencies. Caltrans has issued construction authorization on behalf of the Federal Highway Administration (FHWA). Construction authorization means that Regional Surface Transportation Program (RSTP) and Highway Bridge Repair and Replacement (HBRR) funds have been obligated to the Rancho Santa Fe Road Phase 2 project. The RSTP and HBRR funds require matching funds, which will be paid for from CFD#2. The Engineer's Estimate for the construction of Phase 2 is $14.2 million and is included in the Construction, Inspection, Materials Testing & Public Relations line of the Project Cost Summary shown above and will be funded with a combination of CFD#I, Planned CFD#2, Federal and State Grants, the CMWD water replacement fund, reimbursements from other agencies and developers. Sufficient funds from CFD#I and Planned CFD#2 were appropriated with the 2003-04 Capital Improvement Program. ENVIRONMENTAL: The City Council, at its meeting on June 2, 1992, passed Resolution No. 92-152 certifying EIR No. 91-1 for both Phase 1 and Phase 2 of the Rancho Santa Fe Road project. The City Council, at its meeting on April 25, 2000, passed Resolution No. 2000-128 approving Addendum No. 2 to the final EIR No. 91-1 for Rancho Santa Fe Road North. This EIR covers the realignment and widening of Rancho Santa Fe Road from La Costa Avenue to Melrose Drive. All permit and mitigation requirements have been met. Per the Habitat Conservation Plan, a qualified biologist has been retained to monitor the adjacent habitat during construction. Per the requirements of the California Department of Fish and Game (CDFG) 1601 permit, a habitat mitigation plan has been prepared based on the conceptual plan approved by CDFG and will be implemented at the end of construction. 3 Page 4 of Agenda Bill No. l7 r 514 EXHIBITS: 1. WHEREAS, plans and specifications have been approved by the City Council of the City of Carlsbad, California, for Rancho Santa Fe Road North, Phase 2, Project Nos. 3907, 3887, and 3923; and WHEREAS, the lowest responsible bid received for the Phase 2 work was submitted by FCI Constructors, Inc. in the amount of $13,782,511; and WHEREAS, the total estimated costs for the City's contract for construction of the Rancho Santa Fe Road North, Phase 2, Project Nos. 3907, 3887, and 3923 is $14,200,000, including $869,000 for the Carlsbad Municipal Water District's recycled water pipelines and metering vault and $558,000 for the Carlsbad Municipal Water District's potable water pipelines; and WHEREAS, $1 8.4 million of Community Facilities District No. 1 and Planned Community Facilities District No. 2 funds have been appropriated for Phase 2 and the total estimated project cost is $18.3 million; and WHEREAS, plans and specifications for the construction of Rancho Santa Fe Road North, Phase 2, Project Nos. 3907, 3887, and 3923 have been approved by the Federal Bureau of Reclamation to receive reimbursement for construction costs associated with the recycled water pipelines that will be constructed in conjunction with the roadway project; and WHEREAS, based on the City Council approved Environmental Impact Report and addendums thereto and the approved Habitat Conservation Plan for the road realignment and widening, there will be no additional significant effect, not analyzed therein, and no new or additional mitigation measures are required for Phase 2, Project No. 3907, 3887, and 3923; therefore no new environmental document is required. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute a contract for Rancho Santa Fe Road North, Phase 2, Project Nos. 3907, 3887 and 3923 with FCI Constructors, Inc. 5. That the award of this contract is contingent upon FCI Constructors, Inc. executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution. I2O1 A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT (CMWD) ACCEPTING BIDS, AWARDING THE CONSTRUCTION CONTRACT AND AUTHORIZING ADDITIONAL APPROPRIATIONS FOR RANCHO SANTA FE ROAD NORTH, PHASE 2, PROJECT NOS. 3907,3887 AND 3923. WHEREAS, plans and specifications have been approved by the Board of Directors of the Carlsbad Municipal Water District (CMWD) for Rancho Santa Fe Road North, Phase2, Project Nos. 3907, 3887, and 3923; and WHEREAS, the lowest responsible bid received for the Rancho Santa Fe Road North Phase 2, Project Nos. 3907, 3887 and 3923 was submitted by FCI Constructors, Inc. in the amount of $1 3,7829 1 ; and WHEREAS, the lowest responsible and responsive bidder included the amount of $2,934,375 for the recycled water pipelines and metering vault and potable water pipelines in the Rancho Santa Fe Road North, Phase 2, Project Nos. 3887 and 3923; and WHEREAS, the total estimated costs for the portions of the recycled water pipelines and metering vault and potable water pipelines CMWD is responsible for in the Rancho Santa Fe Road North, Phase 2 Project Nos. 3887 and 3923 including construction, inspection, materials testing and engineering support is $1,574,175; and WHEREAS, there are sufficient funds available in the Project No. 3887 account for completion of the recycled water pipelines associated with this project; and WHEREAS, the cost of the replacement 27-inch water pipeline and pressure reducing station including construction, inspection, materials testing and engineering support is more than the estimated cost.
