CITY MGR % ~ RECOMMENDED ACTION: Receive presentation from ARJIS on the proposal to consolidate ARJIS into the San Diego Association of Governments (SANDAG) and direct City staff to consider proposal and return to Council with recommendations. ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting a letter to the City Manager. The Automated Regional Justice Information System (ARJIS) has requested the opportunity (Attachment 1) to make a presentation to the City Council regarding their proposal to augment the Joint Powers Agreement to allow consolidation with the San Diego Association of Governments (SAN DAG). Staff requests that the City Council direct staff to consider the proposal for consolidation and to return to Council with recommendations. FISCAL IMPACT: Unknown at this time EXHIBITS: 1. EXHIBIT 1 December 24,2003 ASJIS Autoniated Regional Justice Informatiaa Systems Mayor Bud Lewis City of Carlsbad 1200 Carlsbad Village Drive Carlsbad, CA 92008-1 949 ALL RECEIVED REFEARFD TO CITY MANAGER FOR RESPONSE Date: ,-DL Dear Mayor Lewis: I would like to request an item pertaining to the consolidation of the Automated Regional Justice Information Systems (ARJIS) into SANDAG be docketed between January and March 2004 at a City Council meeting. At that meeting your council will be asked to approve the revised ARJIS Joint Powers Agreement, which is attached to this letter. Adoption and execution of the revised JPA by ARJIS member agencies is required for the consolidation to move forward. Over the past several years, ARJIS has grown from 10 member agencies to 50 justice agencies representing local, state, and federal government within San Diego and Imperial Counties. A strong governance structure and track record of successful implementations have made ARJIS a national model for justice sharing initiatives. Since April 2003, consolidation of ARJIS into SANDAG has been actively pursued by the ARJIS/SANDAG Consolidation Committee, a working group composed of members from the ARJIS Board and the Chiefs’/Sheriff s Management Committee. Following approval by the ARJIS Board on November 21, 2003, the SANDAG Board also approved the Final Consolidation Plan at its December 19th meeting. Consolidation will be completed by July 2004, following the adoption and execution of the modified ARJIS JPA by its member agencies during the early part of 2004. In order to accomplish consolidation, ANIS administrative and financial functions are transferring to SANDAG and a new Pubic Safety Policy Advisory Committee (PSPAC) will be created. The PSPAC, reporting directly to the SANDAG Board, will set policy and oversee both ARJIS and the current criminal justice function at SANDAG. This new policy advisory committee will replace the current ARJIS Board and its Executive Committee. At the direction of the SANDAG Board, the Policy Committee’s name will be reconsidered once the committee is convened. The PSPAC will provide a uniform, seamless, and broadened regional approach to public safety functions and operate like the four other SANDAG policy committees. Membership will include six voting SANDAG Board members, five voting public safety members, and Page 2 Mayor Bud Lewis December 24,2003 four advisory (non-voting) public safety members. The inclusion of a public safety component with voting powers will combine the practical, users’ input with policy decision-making, resulting in improved delivery of information to enhance both officer and public safety. Other benefits of the ARJISBANDAG consolidation, which has the strong support of our federal public safety partners, include: 0 0 0 Enhanced legislative outreach and funding opportunities; Enhanced role for ARJIS as the convening agency for information technology that will ensure delivery of state-of-the art information systems; Increased opportunities for collaboration synergies with other SANDAG divisions; Retained ARJIS identity because the ARJIS name is not changed; Separated and protected existing and future ARJIS revenues; and Enhanced administrative benefits and shared access to resources.
