Adopt Resolution No. 2004 - 079 approving contract documents, special provisions and specifications, and authorizing the City Clerk to advertise for bids for Facilities and Parks Concrete
Replacement Contract No. FAC 04-06, and approving appropriation of additional funds.
ITEM EXPLANATION:
Recently staff has identified several issues with existing concrete improvements throughout the City
of Carlsbad maintained parks and facilities. Existing concrete improvements including walkways,
sidewalks, driveways, patios and curbs are cracked, broken, uplifted and otherwise damaged. Staff
has measured and quantified the damaged concrete and recommends the replacement of these
improvements. These items need to be repaired to insure safe parks and facilities and to serve the residents of Carlsbad.
Staff has been utilizing contract labor to repair small quantities of concrete for the past several
years. Smaller concrete projects have not attracted multiple bidders. Staff has determined that it is
more cost effective to contract this work out on a larger scale in order to attract additional bidders
which may result in a lower overall cost.
The original scope of work included replacement of the concrete improvements at the Carlsbad
Municipal Water District Operations Center. This work was advertised as a Minor Public Works
Contract and only two bids were received. The apparent low bidder was disqualified for failure to
provide the required insurance coverage and the second bid was above the dollar limit established
for Minor Public Works Contracts.
ENVIRONMENTAL REVIEW:
This project has been determined to be exempt from environmental review per CEQA- Class 1 (c),
Minor alteration of existing facility.
FISCAL IMPACT:
The total estimated cost for Facilities and Parks Concrete Replacement is $212,000. Water
Replacement Funds totaling $20,000 have been appropriated for the Water District Operations
Center portion of the total. However, additional funding is needed to complete the construction of
the remaining concrete improvements. Staff is recommending that an additional $1 92,000 be
transferred from the Infrastructure Replacement Fund to the Facilities and Parks Concrete
Replacement project. Plans and specifications for this project are on file in the Public Works /

CARLSBAD, CALIFORNIA, APPROVING CONTRACT DOCUMENTS,
SPECIAL PROVISIONS AND SPECIFICATIONS AND AUTHORIZING
THE CITY CLERK TO ADVERTISE FOR BIDS FOR FACILITIES AND
PARKS CONCRETE REPLACEMENT AND THE APPROPRIATION OF
ADDITIONAL FUNDS - CONTRACT NO. FAC 04-06 PROJECT 3924
WHEREAS, the contract documents, special provisions and specifications for the
furnishing of all labor, material and equipment necessary for Facilities and Parks Concrete
Replacement Contract No. FAC 04-06 have been prepared and are on file in the Public Works I
General Services office and are incorporated by reference herein; and
WHEREAS, insufficient funds are available for this project in the Capital Improvement
Project budget; and
WHEREAS, additional funds in the amount of $192,000 needs to be appropriated to
complete this project.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as
follows:
1. That the above recitations are true and correct.
2. That the contract documents, special provisions and specifications on file in the
Public Works I General Services office are hereby approved.
3. That the Finance Director is authorized to make an additional appropriation in the
amount of $1 92,000 from the Infrastructure Replacement Fund for Facilities and Parks Concrete
Replacement.
