ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a letter (Exhibit 1) from Judy Poole, President, Carlsbad Wind Symphony Board of Directors, requesting the opportunity to make a presentation to the City Council regarding a request that the City Council help fund the Carlsbad High School Wind Symphony’s participation in the April 2004 New York Wind Band Festival which includes a performance at Carnegie Hall. The total cost of the trip, including travel costs and registration fees, is approximately $100,000. To date the group has raised over $66,000, leaving a funding shortfall of $34,000. (See attached fundraising budget at Exhibit 2) Staff reviewed the request to determine if it met the guidelines of the recently created Winning Teams grants (Council Policy #51 -Exhibit 4). However, since their performance at Carnegie Hall is not a national competition, they do not meet the guidelines. (see memo to City Manager at Exhibit 3). FISCAL IMPACT: The City Council is being asked for a potential donation up to $27,000. EXHIBITS: 1. As Mr. Okun explained, our Wind Symphony was recently selected fiom among hundreds of high school, college, and cammunity mncert bands k participate in the Apd 2004 New York Wind Band Festival. This highly-coveted invitation affords our childm three days of instrumental master classes, band clinics, and rehearsals, ending with an adjudicated per€omance in Camegie Hall, one of the most prestigious concert halls in the world. This is an incredible achievement for any musician, and speaks to the quality of cultural life in Carlsbad. As you can imagine, the fundraising for this project has been all consuming for our small membership which is already primariJy responsible for fundhg the ins-- music program at the high schm1. We explored the City Events and Winning Teams grants to bridge our funding shortfall (currently at %27,000), only to find that this invitational event does not quik fit funding criteria. As such, we would like to make a presentation to the Council to explore other ways that the City might assist us in this attraom effort. They submitted a request to Council to assist with funding the costs associated with sending the CHS Wind Symphony to perform at Carnegie Hall in April 2004 (their letter asked for $37,000). I reviewed their request to see if it met with the guidelines of our recently created Winning Teams Grants (Council Policy #51). The eligibility requirements outlined in the Council policy state the following: 1. These grants provide funding to youth teams to offset the cost of travel expenses to national championship competitions. 2. These grants can be requested any time of the year. 3. The requests will be funded from Council’s contingency account. 4. The participants are all 18 years of age or under. 5. The group or team is an organized non-profit corporation or agency. 6. The request for funding must be made prior to the date of the event. 7. At least 90% of the participants in the team or group are residents of Carlsbad. The request met all of the eligibility requirements above, except #l. Although it was an honor for them to be selected to attend this event it was not part of a competitive process and the Carnegie Hall performance is not a national championship com petit ion. They will be requesting to be put on the Council agenda to make a presentation on their reauest. This has included the allocation of funds to agencies that provide various enrichment programs to Carlsbad residents and visitors. During the 2003-04 budget process, the City Council directed a council subcommittee to evaluate the current process and recommend changes to facilitate that process. The following policy outlines those changes. The City Council has, in the past, chosen to fund community PURPOSE: To establish the process for distributing funds for community activities. POLICY: 1. Only four such invitations have been extended across this nation to high school bands. It is extremely rare that any of us could say in our lifetime that we have known someone who has performed in that infamous hall! As Carlsbad citizens, we all have that rare opportunity of being placed on the cultural map with our very own talented youth! If you have experienced the purity of artistic music that these students and their talented director, Ralph Ewell, produce, then you know firsthand that they more than deserve this honor to showcase their prowess. Our district is experiencing similar challenges to our budget as is the City. We have cut our budget in the last 18 months by over $5 million and we face over $3 million in reductions for this next year. We have supported our high school band program with over $150,000 in personnel costs, instrumentsh-epair, and facilities renovations this past year, in spite of our financial hardships. Unfortunately, we have no financial support available for the students to achieve this valuable experience. We sincerely hope that you can resourcefully find some available funding to add to the efforts which our students and their incredible director and booster parents have raised so far for this once-in-a-lifetime performance. The change in her school grades has gone from just passing to a 3.+ in the pass 2 years because of the commitment in CHS Marching Lancers. The music program must be supported by City as well as by the State. The children make a big sacrifice of their time to music, it's time for the City to let go of funds for them. My daughter, Emily, plays with the CHS WInd Symphony. As both a professional musician and a mother, I am totally impressed with Mr. Ralph Ewell and his band program at CHS. We are delighted that our daughter is having such great musical experiences at CHS. We, as band parents, have done everything we can to raise funds for the April trip to Carnegie Hall. If there is anything that the city could do to financially or otherwise support this trip, it would be appreciated. In a climate where the arts are being cut back in almost every school district in California, it is right and good to honor and support those programs that continue to thrive against all odds. I have personally been the chair- person for many of the fundraisers and participated in almost all of the other fundraisers. As a band booster parent, our organization has exhausted our list of relative, friends, business associates, administer, teachers and other employees of Carlsbad High with our various fundraisers asking for donations. The boosters have had a very aggressive program to reach out in the community for financial support. The band members have been working hard trying to raise money thru a letter writing campaign. These various fund raisers has not been enough to generate the capital to finance this once in a life time opportunity. There comes a point where we need more help if our band program is to survive. We are at this point now. WE NEED YOUR HELP! The road of life has many detours. Life passes so quickly and all too soon life's detour causes dreams, passions and expectations of youth to be missed or disappear. With your finical support you could help make this fantastic dream a reali ty... What an honor it is for them to represent the fine City of Carlsbad at such a prestigious place. I'm sure you are all well aware of the level of accomplishment an invitation like this one requires. We can all be proud of their hard work and dedication. It has been brought to my attention that, even after their best efforts, the children and their families have fallen short in their fundraising. I was also made aware that there may be some funds available that are set aside for winning sports teams in Carlsbad in order to assist them in attending State or National championships. Certainly an invitation to Carnegie Hall is at least on that level of championship achievement. I would urge you to make those funds available for the Carlsbad High School's Wind Symphony. It would be a shame for such a feat to go uncelebrated because of a lack of funding. After all they have done, they deserve to have their city behind them, one-hundred percent! This fine organization has disguished itself by being invited to this prestigious event. (Only four high schools nationally have been invited this year)These young people and their parents have worked hard to reach this level of recognition - they deserve any financial support that the City can offer. Representing the community of Carlsbad in a national cultural forum like this is a rare opportunity. My understanding is that the City appropriates funds for sports teams that make it to the regional, state, or national level - why not for these exceptional youth whose talents are in music rather than athletics?
