Adopt Resolution No. 2004-107 , approving the plans and specifications, and authorizing the
advertisement of bids for the construction of the park site currently known as Larwin Park (Project Number
38561), appropriating additional funds for the park construction, and selecting “Hidden Canyon Community
Park” as the official park name.
ITEM EXPLANATION :
PROJECT BACKGROUND
Larwin Community Park is the next community park facility to be developed by the City within its Capital
Improvement Program. This 22-acre site is located at Vancouver Street in the vicinity of Carlsbad Village
Drive and Concord Drive (Exhibit 2).
The park includes the following elements:
Asphalt paved parking lot at Vancouver Street (16 spaces)
Privacy screen walls to screen new parking lot from 2 adjacent residences
Tot lots with modular play structures and a swing
Picnic areas with picnic tables and grills
Viewkeating areas with benches
Restroom and equipment storage facility
Internal path system connecting to the City-wide trail system; (trail connection from the
lower site to the Dog Park has been completed utilizing volunteers)
An integrated public art component
Extensive landscaping and unassigned open green space areas
Expansion of the gravel parking lot at the Dog Park (1 1 additional spaces)
In June of 2002, the City Council adopted Resolution No. 2002-192, approving the Master Plan (Exhibit 3)
for the park and directing staff to proceed with obtaining the required permits. Project permits were
received by the Planning Commission in April 2003 (refer to Environmental Review section).
On June 24, 2003, Council approved the plans and specifications and authorized the bidding of the project,
and in September of that year, bids were received. However, due to delays related to bid complications, it
was determined that there was insufficient time to get the project started and grading completed within the
allowable construction window outlined in the Conditional Use Permit (there is a gnatcatcher breeding
period grading restriction). Therefore, on October 28, 2003, Council rejected the bids and directed staff to
return in the Spring of 2004 to re-bid the project. This new schedule will allow ample time to complete
grading operations within the restricted time period this year.
The project design plans and specifications are complete and all regulatory agency permits and
entitlements have been obtained. Plans and specifications are available for review at the Recreation
Department. Construction is estimated to begin in September 2004, and requires approximately 8-1 0
months for completion of the entire park.

City Council Policy Number 48, sets forth the process by which the City names its park and recreation
facilities. Public input was solicited for naming the park during the months of August and early
September 2003 in the following ways : . Park naming flyer/forms were mailed to residents living within 600 ‘ of the park boundary
Park naming flyer/forms were made available at the following locations: - Dog Park - Tanglewood apartment community - Hope Elementary and Calavera Hills Elementary Schools ( 5th & 6‘h Grades) - Recreation Centers at Stagecoach and Calavera Hills Community Parks - The Senior Center - Recreation Administration Office - The City’s Web Site
On the flyer was an attached form for citizen’s to return to the Recreation Department. City staff received
136 recommendations for naming this City park facility, (refer to Summary of Citizen Input, Exhibit 5).
On September 15, 2003 the Carlsbad Parks and Recreation Commission unanimously endorsed (5-0)
the name Hidden Canyon Community Park. The Parks and Recreation Commission felt that the
recommended name reflects the topography and natural character of the park site, with its “hidden
canyon” covered in native vegetation, and prominent views seen from the top of the canyon. Therefore, it
is the recommendation of the Carlsbad Parks and Recreation Commission that the City Council formally
adopt the name of “ Hidden Canyon Community Park” for this City facility.
ENVIRONMENTAL REVIEW :
On April 2, 2003, the Planning Commission adopted Resolution No. 5398 approving a Mitigated Negative
Declaration for Larwin Community Park, finding the project to be in conformance with the requirements
of the California Environmental Quality Act. The Planning Commission also adopted Resolution No. 5399
and 5400 approving CUP 02-23 and HDP 02-1 1 at that meeting.
FISCAL IMPACT:
As was mentioned earlier in this Agenda Bill, this project was previously bid last September. In analyzing
last year’s bids for this project, as well as recently received bids on Aviara Community Park (which show
a significant cost increases over the last year), staff anticipates that current CIP budgeted funds may not
be adequate to cover the cost of construction. The construction costs along with the construction support
services are estimated below.

Adequate funds are available in the NE Quadrant Park-in-lieu Fund (PIL-NE Fund) account to cover the
additional appropriation. Staff recommends an additional appropriation in the amount of $41 8,000 from
the Park-in-lieu Fund to the Larwin Park account. The additional appropriation of funds for this project
means there will be less money in the future to pay for the other park project in that quadrant which utilize
the PIL NE Fund.
*Staff has identified the restroom as a deductive alternate within the bid documents. When bids are
received, Council will have the option to award the project without the restroom should they chose to
minimize the cost of the project.
On going maintenance and operation costs are estimated at $80,000 per year.

RESOLUTION NO. 2004-107
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS,
SPECIFCATIONS, AND AUTHORIZATION TO ADVERTIZE FOR
BID FOR THE CONSTRUCTION OF LARWIN PARK, PROJECT
NO. 38561, APPROPRIATING ADDITIONAL FUNDS FOR THE
PROJECT, AND FORMALLY ADOPTING “HIDDEN CANYON
COMMUNITY PARK”, AS THE OFFICIAL PARK NAME.
WHEREAS, the City Council of the City of Carlsbad, California, has previously
appropriated funds in the 2003-2004 Capital Improvement Program for the construction of
Larwin Community Park, hereafter referred to as the “Project”; and
WHEREAS, the plans and specifications for the Project are complete and ready for
advertisement of construction bids and are on file in the Recreation Department of the City
of Carlsbad; and
WHEREAS, the City Council of the City of Carlsbad hereby finds it necessary, desirable,
and in the public interest to construct Larwin Park; and
WHEREAS, the City Council of the City of Carlsbad, California, has previously adopted
City Council Policy Number 48 which sets forth the process for formally naming City facilities;
and
WHEREAS, the City has solicited public input and suggestions for names for said park;
and
WHEREAS, the Carlsbad Parks and Recreation Commission selected on September 15,
2003 and formally recommended the park be named “Hidden Canyon Community Park “
WHEREAS, Additional funds in the amount of $418,000 are required to successfully
complete the project; and
WHEREAS, adequate funds are available in the NE Quadrant Park-in-lieu fee account to
cover the additional appropriation in the amount of $418,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council does hereby approve the plans and specifications for the
construction of Larwin Community Park, City Project No. 38561, and authorizes the City

Clerk, in accordance with State law, to advertise for bids for the construction of Larwin
Community Park.
That the City Council does hereby approve the recommendation of the Carlsbad Parks
and Recreation Commission and formally adopts the name of “Hidden Canyon
Community Park as the official name for the park previously referred to as Larwin
Community Park.
That the City Council does hereby approve an additional appropriation for the project in
the amount of $41 8,000.
That the above recitations are true and correct.
