ITEM EXPLANATION:
The purpose of this site visit is to review the results of an engineering effort conducted by the
University of New Hampshire (UNH) and the State of New Hampshire called Project 54. Now
operative in more than 100 New Hampshire State Police patrol cars, the program uses readily
available components and a software program developed by UNH to improve officer safety and
effectiveness by using voice recognition. A site visit is necessary to determine application in our
current police technology program, specifically the mobile office computer project.
FISCAL IMPACT:
The program report from New Hampshire was released in October of 2003 and was not
available for consideration when the FY 2003-04 police budget was developed. The cost to
conduct this site visit for the police department’s Technology Project ManagerKystems Analyst
Ill and the Operations Support Commander will not exceed $2500. Funds are available in the
Police Department budget to cover all costs due to savings from unutilized conference funding.
EXHIBITS:
I. Resolution No. 2004-108 authorizing out-of-state travel for two police department
employees to conduct a site visit at the University of New Hampshire and New Hampshire
State Police. Travel will be conducted during May 2004 and will not exceed two travel days
and two on site days.

RESOLUTION NO. 2004-108
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING
MENT’S SUPPORT OPERATIONS COMMANDER AND
SYSTEMS ANALYST 111 TO CONDUCT A SITE VISIT TO
MANCHESTER, NEW HAMPSHIRE DURING MAY 2004,
OUT-OF-STATE TRAVEL FOR THE POLICE DEPART-
WHEREAS, the City Council concurs that it is in the public interest to authorize out-
of-state travel for the Police Department to conduct a site visit of public safety operations
conducted by the New Hampshire State Police; and
WHEREAS, the City Council recognizes that this is in support of the City’s Public
Safety Technology Project, a City goal, and this effort will enhance the project’s
effectiveness; and
WHEREAS, funds are available in the FY 2003-04 Police Department budget for
the out-of-state travel.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, as follows:
1. That the above recitations are true and correct.
2. That out-of-state travel is hereby authorized in accordance with City policy for the
Police Department Support Operations Commander and Systems Analyst Ill to conduct a
site visit during May 2004 at New Hampshire State Police facilities.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council of
the City of Carlsbad, California, held on the 6th day of April , 2004, by the
following vote, to wit:

About Project54
As technology advances, more and more
electronic devices are installed in cruisers
to aid police officers while they are on the
road. Unfortunately most of these devices
do not work together. This results in two
problems. First of all, each device has to
have its own user interface within arms
reach of the officer. Consequently the
officers operating the cruisers have to deal
with the distraction of interacting with multiple user interfaces
in the hands-busy and eyes-busy environment of a car.
Secondly, it is difficult to take advantage of synergies
between devices.

is to create a system with a standard and
safe user interface that will allow hands-f
and eyes-free operation of in-car devices.
From the point of view of the department
that installs and maintains in-car devices,
the project aims to create a modular,
scalable system that is easily installed,
modified, expanded, inspected,
and repaired.
Voice Operated
Every function in the vehicle can be performed with simple
voice commands. This allows officers to do such things as
control their lights, siren, radar, radio, GPS, video and
perform record queries all while keeping their hands on the
wheel and their eyes on the road.
Fully Integrated System
Project54 is designed to integrate electronic devices (radar, radio,
lights, siren, video, etc.) into one common control system. This
allows all in-car equipment to be seamlessly controlled from a
central Windows-based computer program. This reduces the
distraction that officers face when trying to simultaneously operate
multiple devices while driving. The Project54 system provides
parallel control of every function through voice commands, an
LCD touchscreen, a keyboard and the original manufacturer’s
control heads.
