HD< Y RECOMMENDED ACTION: 1. City Council adopt Resolution No. 2004-1 14 accepting State of California 9-1 -1 Emergency Communications funds and appropriating the funds to support an upgrade to the City of Carlsbad’s 911 -1 Communications Center. ITEM EXPLANATION: Based upon laws passed by the California State Legislature, the State 9-1-1 Program reimburses Public Safety Answering Points (9-1-1) for equipment and services necessary to answer 9-1-1 calls in compliance with all 9-1-1 standards. Based on Carlsbad’s 9-1-1 emergency call traffic volume, the City is eligible for $35,000 per calendar year since the last upgrade in 1999. This means that Carlsbad is eligible for $175,000 in state reimbursement funding. The proposed use of these funds includes: 9-1-1 telephone service and equipment maintenance contract for five years ($1 16,000); and partial funding for the replacement and reconfiguration of computer-aided dispatch center workstations/monitors to accommodate new equipment associated with the Public Safety Technology/New CAD project ($59,000). None of these items are currently budgeted in the Public Safety Technology/New CAD project. In addition, the State 9-1-1 Office will make one-time funds available for agencies that commit to accept direct wireless 9-1-1 calls. These funds can be used only for geographic information systems (GIs). Based on Carlsbad’s call volume and commitment to accepting direct wireless 9-1-1 calls, Carlsbad is eligible for a one-time allotment of $60,000 for GIS-related expenses. These funds will be used to partially offset the GIS-related expenses included in the Public Safety Technology/New CAD project. Currently, $80,000 is budgeted in the Public Safety Technology/New CAD project for GIS/mapping-related expenses. FISCAL IMPACT: The State of California will reimburse $175,000 to the City of Carlsbad for 9-l-l-related equipment and services. Staff is requesting appropriation of $175,000 at this time, in advance of the reimbursement from the state. It is expected that the equipment will be purchased and installed by July 2004 with reimbursement thereafter. In addition, the State will reimburse the City $60,000 to partially off-set the GIS-related expense already budgeted in the Public Safety Technology/New CAD project. No additional appropriations are needed at this time. EXHIBITS: 1. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the Finance Director is authorized to appropriate $175,000 to the Police Department budget for 9-1 -1 upgrades.
