AUTHORIZATION TO ADVERTISE FOR BIDS FOR HOLIDAY

RECOMMENDED ACTION:
Adopt Resolution No. 2004-123 approving contract documents, special provisions and
specifications, and authorizing the City Clerk to advertise for bids for Holiday Park Restroom
Replacement, Contract No. PKS 03-07, Project No. 38971.
ITEM EXPLANATION:
The western restroom facility in Holiday Park is a 360 S.F. structure that was constructed
approximately thirty years ago and is in need of replacement. Structural and roofing issues with the
building need to be corrected. The restroom facility must be upgraded to comply with the
requirements of the Americans with Disabilities Act.
Staff considered upgrading the current facility. This was not practical due to the size of the existing
building. The interior space was not sufficient to construct a facility that meets the current ADA
guidelines. The replacement facility will measure 660 S. F. and will allow wider doors, stalls and
plumbing fixtures designed to accommodate persons with disabilities.
Staff recommends demolition of the current facility and replacement with a new building that meets
current standards.
Contract documents and specifications are on file in the offices of the Public Works General
Services Department.
ENVIRONMENTAL REVIEW:
A Negative Declaration has been prepared in accordance with requirements of CEQA and has
been approved by the Planning Commission on March 3, 2004 (Resolution No. 5574).
A Conditional Use Permit Amendment CUP-04-03 has been prepared and approved by the
Planning Commission on March 3, 2004 (Resolution No. 5575).
FISCAL IMPACT:
The estimated cost for Holiday Park Restroom Replacement project is $147,000. Funding is
available in the Capital Improvement Program budget for the project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING CONTRACT DOCUMENTS, SPECIAL PROVISIONS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS TO REPLACE A

RESTROOM FACILITY AT HOLIDAY PARK - CONTRACT NO. PKS 03-
WHEREAS, the contract documents, special provisions and specifications for the
furnishing of all labor, material and equipment necessary to replace a restroom facility at
Holiday Park, Contract No. PKS 03-07, Project No. 38971, have been prepared and are on file
in the Public Works I General Services office and are incorporated by reference herein; and
WHEREAS, sufficient funds are available for this project in the Capital Improvement
Project budget;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as
follows:
1. That the above recitations are true and correct.
2. That the contract documents, special provisions and specifications on file in the
Public Works I General Services office are hereby approved.

Replacement, Contract FAC 03-07, Project No 38971.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 20th day of April , 2004, by the following vote, to wit:
