HR TITLE: RECLASSIFYING MANAGEMENT POSITION, REALLOCATING AN ENGINEERING POSITION, AMENDING THE MANAGEMENT CLASSIFICATION AND SALARY STRUCTURE, AND THE CONFLICT OF INTEREST CODE \I CITY MGRa RECOMMENDED ACTION: Adopt Resolution No. 2004-125 reclassifying of Public Works Supervisor to Facilities Superintendent and reallocating an Associate Engineer position to a Parks Superintendent, amending the Management Classification and Salary Plan, and the Conflict of Interest Code to reflect the changes. ITEM EX P LANATl ON: REORGANIZATION OF GENERAL SERVICES The Public Works Department has requested to reorganize the General Services Division. The proposed reorganization involves: The implementation of a Parks Superintendent in the Parks Division. The reallocation of a vacant Associate Engineer position to a Parks Superintendent. The reclassification of a Public Works Supervisor to a Facilities Superintendent. The reorganization of General Services will align the division with the structure in Maintenance & Operations and the Engineering Division as well as support growth in recent and forecasted services. The recommendations on the reorganization accomplish the reorganization without any net increase to Public Works staffing levels. RECLASSIFICATION The Public Works Department has requested to establish a Facilities Superintendent position, Attachment A, in response to the growth in the General Services Division. The Facilities Division has substantially grown over the past five years adding five major facilities consisting of approximately 275,000 square feet and the department has forecast a potential for six new facilities by 2009. The breadth and volume of operational responsibility in the Facilities Division has increased and the responsibilities of the incumbent Supervisor have transitioned to the level of Superintendent. The Facilities Supervisor level is intended to perform the day- to-day functions of scheduling, training and supervision of staff and ensure the efficient completion of work orders for the City. The Facilities Superintendent level is responsible for performing general administration, planning, organizing and coordinating for the division. The incumbent has responsibility for general administration, planning, organizing and coordinating for the repair of City equipment and facilities and determines the scope of work, bids, estimates and projects and contract schedules necessary to deliver division services. Human Resources staff concurs with Public Works recommendation to reclassify the incumbent to Facilities Superintendent. Based on market analysis, staff's recommendation is to place the Facilities Superintendent in the Management Salary Schedule at Grade 5, $69,100 - $95,000. The salary and benefit allocations from the appropriate Public Works Supervisor position will be converted to fund this position. REALLOCATING ASSOCIATE ENGINEER TO PARKS SUPERINTENDENT The Public Works' General Services Division has also experienced growth in the Parks Division as well. Two parks consisting of nineteen and a half acres have been added in the past five years and four additional parks consisting of ninety-two acres are forecasted by 2009. The Parks division requires dedicated general administration, planning, I PAGE 2 OF AB # 17.593 organizing and coordination embodied in the Parks Superintendent classification, Attachment B, to meet the demands of current growth and to ensure standards of care and maintenance for the future. The Public Works Department has requested that the vacant Associate Engineer position in the Engineering Division be reallocated to a Parks Superintendent. The Associate Engineer position has been left vacant in anticipation of a decrease in the number of municipal projects requiring the support of the Engineering Division. Staff concurs with the Public Works Department request to reallocate the position of Associate Engineer to Parks Superintendent. Based on market analysis, staff's recommendation is to place the Parks Superintendent in the Management Salary Schedule at Grade 5, $69,100 - $95,000. The salary and benefit allocations from the Associate Engineer position will be converted to fund this position. FISCAL IMPACT: The estimated annual cost to reclassify the Public Works Supervisor to Facilities Superintendent will be $4,500. The estimated annual cost to reallocate the Associate Engineer position to Parks Superintendent will be $4,500. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the classifications of Facilities Superintendent at salary grade 5, Parks Superintendent at salary grade 5, in the Management Classification and Salary Plan, described in Attachment C, attached hereto and made a part thereof, are hereby approved. 3. That the revised Management Classification and Salary Plan as shown in Attachment C reflecting the above changes is hereby approved. 4. The Conflict of Interest Code is amended to re-establish the Public Works classifications with disclosure categories listed in Attachment D. Design and lay out minor landscape work such as irrigation and sprinkler systems or athletic fields and recreation areas. Review work projects and ensure appropriate supervision of planting of shrubs, grass, trees and other landscape features. Coordinate the repair of equipment used in park maintenance work. Assist in the enforcement of City ordinances governing the safe and proper use of park and recreation areas and facilities. Respond to citizen complaints and requests for information.
