Under Title I of the Housing and Community Development Act of 1974, the City of Carlsbad continues to
be eligible to receive funding under the federal Community Development Block Grant (CDBG) Entitlement
Program to finance projects that serve the identified needs of low and moderate income persons. An
initial public hearing to invite comments on the City’s CBDG Program Consolidated Funding Plan Strategy
was held on November 4, 2003. Another public hearing was held on March 23, 2004 to obtain further
comments on the needs of lower income households in Carlsbad and the specific proposals submitted for
funding through the City’s CDBG Program. Staff is now requesting that the City Council make the final
project selections and funding allocations for the 2004-2005 CDBG Program.

The City of Carlsbad is entitled to receive a new CDBG allocation of $601,000 during fiscal year 2004-
2005. The CDBG Program has $5,356 available for reallocation that was previously allocated to canceled
or completed programs. The City has also collected $61,270 from lease payments made by the developer
of the Villa Loma affordable housing project, and $20,000 in a loan repayment from a participant in the
City’s Single Family Home Rehabilitation Program. These payments represent “program income” to the
CDBG Program. The total amount of CDBG funds currently available for allocation to eligible projects that
meet the needs of lower income persons is $687,626.

ADVISORY COMMITTEE RECOMMENDATIONS
The Advisory Committee has made the funding recommendations noted in Exhibit 2 to this report. The
Committee has recommended that $450,000 in funds available in the Public Facility Improvements/Other
Projects category be allocated to Community Housing Works for development of a farm worker housing
project and the remaining $27,876 in that category be allocated to the City’s Housing Reserve Fund for
future affordable housing uses. The Advisory Committee is also recommending that the City Council
place a condition on any funds allocated to the Community Housing Works farm worker housing project
that will require the organization to obtain site control for the project by October 1, 2004, or the funds will
be reallocated to the Housing Reserve Fund for future affordable housing purposes. The Committee
recommends that the $89,550 in public service category funds be used to fund sixteen programs as
outlined in Exhibit 2.
RECOMMENDATION:
It is recommended that the City Council approve the project funding recommendations of the Funding
Advisory Committee for the City’s 2003-2004 CDBG Program.
FISCAL IMPACT:
A total of $687,626 is available for allocation to the City’s 2004-2005 CDBG Program. The City Council
made a previous decision to use the maximum twenty percent (20%) of the new CDBG allocation, or
$120,200, for administration of the City’s CDBG program. The Program has no impact on the General
Fund.

CITY COUNCIL RESOLUTION NO. 2004-132
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, SELECTING SPECIFIC PROJECTS FOR FUNDING UNDER
THE 2004-2005 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM.
WHEREAS, the City Council of the City of Carlsbad, California, held a public hearing on March
23, 2004 to accept comments on the needs of low and moderate income persons and the proposals
submitted for funding under the 2004-2005 Community Development Block Grant Program; and,
WHEREAS, the City Council considered the CDBG Funding Advisory Committee’s
recommendations for project funding allocations; and,
WHEREAS, the City Council selected the projects to be included in the City of Carlsbad’s 2004-
2005 Community Development Block Grant Program; and,
WHEREAS, the City Council has taken all testimony into account.
NOW, THEREFORE BE IT HEREBY RESOLVED as follows:
1. That the above recitations are true and correct.
2. That the projects selected by the City Council and attached as Exhibit 2 are ,,ereby approve(
at the indicated fbnding levels for inclusion in the City’s 2004-2005 Community Development
Block Grant Program.
3. That the City Manager, with City Attorney concurrence, is authorized to execute subrecipient
agreements with the selected organizations for the approved funding amounts.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the City of
Carlsbad, California, held on the 20th day of April 2004, by the following vote, to wit:

To The Mayor and members of the Carlsbad City Council,
I shall be unable to attend the City Council meeting on Tuesday, April
20th, but I would like to take this opportunity to encourage you to
earmark appropriate ($450, 000 or more) funds for a temporary farmworker
64 bed shelter either from current Community Development Block Grants or
the funds at your disposal that come from monies set aside from the sale
of agricultural farm lands and are targeted to support farm workers.
As a long time supporter of affordable housing I am torn between the
needs of farmworkers and those of our citizkns that need more
inexpensive places to live. Please address both these acute problems if
possible.

But if you find that there is only enough money for one group, please
support the temporary farmworker shelter first. This population more
than any other has been marginalized over the years and has had to
endure repeated dislocation. In addition the canyons where they have
been forced to find shelter become unsanitary and pollute our nearby
streams and lagoons.
I am a member of the Carlsbad Watershed Network and we have been as
concerned with this ongoing pollution problem in our canyons as you have
been and we would welcome a solution that allows for more dignified
treatment of our workers as well as a way to decrease
the degradation of the environment.
The Farmworker Housing Coordinating Committee is mounting a letter
writing campaign to try to persuade SDGE to cede access to the the
shelter site at Hub Park promised us by the City of Carlsbad. If SDGE
continues to remain intransigent in the face of our pleas we shall have
to find another area to site this shelter. We are determined to find a
resolve this issue.
