CITY OF CARLSBAD -AGENDA BILL
TITLE: APPROPRIATION OF FUNDS
AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR
CONSTRUCTION OF THE 2004/05 PAVEMENT OVERLAY
PROJECT, PROJECT NO. 3667-9
RECOMMENDED ACTION:
Adopt Resolution No. 2004-138 appropriating funds, approving plans and specifications,
and authorizing the City Clerk to advertise for bids for the 2004105 Pavement Overlay Project,
Project No. 3667-9.
ITEM EXPLANATION:
The 2004/05 Pavement Overlay Project is part of the City’s ongoing Pavement Management
Program. This maintenance and repair project will improve various roadways throughout the City.
The roadways were selected based on the age and existing condition of the roadway surface.
In addition to the construction of the street overlay, the project includes median, curb, gutter and sidewalk repairs. These repairs will occur along the roadways that will receive an overlay. By
combining the pavement overlay with the other concrete repairs, the public right-of-way will be
improved by a single construction project which will reduce the construction impacts on the adjacent
residents. The construction is expected to occur in late summer or early fall of 2004.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process under Section 15301
Class 1 (c) of the Public Resources Code (California Environmental Quality Act).
FISCAL IMPACT:
The engineer’s estimated cost to complete this project is:
Pavement Management Program projects are funded by Transnet Local and Gas Tax funds. The
available TransNet funds shown above represent the amount available after receipt of $1.7 million
from SANDAG in early May. These funds will be used exclusively for the Pavement Overlay Project
NO. 3667-9.
The available Gas Tax funds shown above represent the current available funds minus $1.2 million
to be used for a previous pavement project which was approved by City Council on March 2, 2004.
Additional Gas Tax appropriations of $1.3 million are needed to complete the 2004/05 Pavement
Overlay Project No. 3667-9.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS,
APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING
THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE
CONSTRUCTION OF THE 2004105 PAVEMENT OVERLAY
PROJECT, PROJECT NO. 3667-9.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
ary, desirable, and in the public interest to overlay selected streets in accordance with the
City’s ongoing Pavement Management Program and repair selected concrete median, curb and
gutter and sidewalks in accordance with the City’s ongoing Street Maintenance Program; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to the 2004105 Pavement
Overlay Project, Project No. 3667-9, have been prepared and are on file in the Public Works-
Engineering Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, additional funds in the amount of $1,300,000 need to be appropriated from
the Gas Tax Fund in order to construct Project No. 3667-9; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the above recitations are true and correct.
That the plans, specifications, and contract documents for the 2004/05 Pavement
Overlay Project, Project No. 3667-9, on file in the Public Works-Engineering Department of the
City of Carlsbad, are hereby approved.
3. That the Finance Director is hereby authorized to appropriate $1,300,000 from the
Gas Tax Fund for construction of Project No. 3667-9.

4. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
I accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
