RECOMMENDED ACTION:
City Council adopt Resolution No. 2004-142 accepting Federal Emergency
Management Association (“FEMA) Grant funds for the purchase and installation of
Regional Fire Videoconferencing Training equipment.
ITEM EXPLANATION:
The City of Encinitas applied to the Federal Emergency Management Association for grant
funding for a Regional Fire Videoconferencing Training Program. The cost of the multi-
agency Program is approximately $1,070,000. The FEMA Grant Program requires a 30%
match of funds from the receiving agencies. In September 2003, the FEMA Grant was
approved for $701,629, with matching funds being paid by participating fire agencies based
upon their proportional use of the Grant funds. Participating fire agencies include Carlsbad,
Del Mar, Encinitas, Oceanside, San Marcos, Solana Beach, Vista, the Elfin Forest
Volunteer Fire Department, the North County Fire Protection District and the Rancho Santa
Fe Fire Protection District. The Encinitas Fire Department is coordinating this project.
A Request for Proposals was issued in January 2004, vendor selection is almost completed,
with equipment purchase and installation planned for completion in Fall 2004.
Participating regional fire agencies will deploy interactive video conferencing equipment to
provide basic, non-manipulative training, as well as hands-on training. Interoperable video
conferencing equipment will be purchased and deployed at 55 sites in North San Diego
County. Neighborhood fire stations, administrative offices and training centers will be
outfitted with interoperable video conferencing equipment, creating a “virtual classroom’’
with both audio and video exchanges, allowing instructors to provide seamless instruction to
firefighters at remote sites. Since training sessions may still be interrupted by calls for
service, the system allows sessions to be recorded and viewed when firefighters return to
the station. Although the videoconferencing system is fixed site equipment, it is anticipated
to be available for use by other City departments.
The Carlsbad Fire Department will have interactive video conferencing at the Safety Center
Administrative Offices and at each of the six (6) Fire Stations. Total cost for the
videoconferencing equipment and installation is $1 16,748, of which $81,724 is Grant
funded, with a matching share of $35,024 from the Carlsbad Fire Department. The on-
going maintenance costs are approximately $4,800 and are associated with the installation
of one additional high-speed datahmage transmission line (T-I Line). The $4,800 is
included in the FY 2004-05 Fire Department Budget.

FISCAL IMPACT:
The Encinitas Fire Department is administering the Grant on behalf of all participating Fire
Agencies, including contracting for the videoconferencing training equipment purchase,
installation, user training, payment for contractor services and FEMA grant reporting
requirements. Each participating Fire Agency will simply be required to remit their portion of
the matching grant funds to the City of Encinitas. Therefore, Carlsbad will take no receipt of
Grant funds; rather it will only take receipt of the videoconferencing equipment, installation
and user training. The Carlsbad Fire Department’s share of FEMA Grant funds, in the
amount of $35,024 will be paid to the City of Encinitas from Fire Department Contingency
Funds. Transfer of equipment ownership to Carlsbad will occur after one (1) year.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING A FEDERAL
EMERGENCY MANAGEMENT ASSOCIATION (“FEMA”)
GRANT AWARD
WHEREAS, the Carlsbad Fire Department was a Co-Applicant with other North
County Regional Fire Agencies for a Federal Emergency Management Association (“FEMA”)
Grant for a Regional Fire Videoconferencing Training Program,
WHEREAS, the FEMA Grant for the total Regional Fire Videoconferencing
Training Program was awarded for a total of $701,629, with an additional 30% match of funds
required from participating Fire Agencies, for the purchase and installation of Regional Fire
Videoconferencing Training equipment,
WHEREAS, the Encinitas Fire Department is administering the FEMA Grant on
behalf of all participating Fire Agencies, including contracting for the videoconferencing training
equipment purchase, installation, user training, payment for contractor services and FEMA grant
reporting requirements,
WHEREAS, each participating Fire Agency will remit their portion of the

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Fire Chief is authorized to execute all appropriate agreements with
the City of Encinitas for receipt of FEMA Grant funded equipment, installation and user training,
as well as any required reports and/or final statements. 3
