RECOMMENDED ACTION:
Adopt Resolution No. 2004-145 accepting the bid of $243,300 and awarding the contract to
Steiny and Company Inc. to provide and install sports lighting and electrical upgrades at Chase
Field Contract No. PKS 03-08 Project No. 3884, and approving appropriation of additional funds.
ITEM EXPLANATION:
Recently staff has identified several issues with the existing sports lighting and electrical
improvements at Chase Field. The existing wooden light poles show signs of cracking, wood rotting
and insect damage. Four poles have been removed and replaced in the past five years after
inspection revealed that they were structurally unsound. One pole was replaced after it failed during
a high wind event. These poles will be replaced with modern concrete and steel light poles and
fixtures equipped with shielding to reduce nuisance light spillage to the surrounding neighborhood.
Electrical facilities in the park are in poor condition due to extreme age and weather damage.
These items need to be upgraded to insure a safe facility and to serve the residents of Carlsbad.
The current lighting and electrical system was installed as a volunteer project approximately 25
years ago. Staff has determined that these systems are in need of replacement to insure continued
use of the field for the foreseeable future, to reduce closures of the field to repair or replace worn
and unusable equipment and to improve the safety of the field for all users.
The original scope of work included replacement of the sports lighting only. Staff has determined
that it is necessary to replace other associated electrical systems as well, which will result in less
disruption to organized sports activities and the surrounding neighborhood.
On March 9, 2004, City Council approved contract documents and special provisions, and
authorized the City Clerk to advertise for bids for this project. Six bids were received, opened,
witnessed and recorded on April 19, 2004. The bid amounts ranged from $243,300 to $452,971.
The bids were reviewed by the staff of Purchasing and the General Services of Public Works and
were as follows:

Steiny and Company submitted the lowest responsive bid. Therefore, staff recommends the
contract be awarded to Steiny and Company, the lowest responsive bidder, in the amount of
$243,300. The contractor's registration and bonds are in order and references are satisfactory.
Contract documents are on file in the General Services of Public Works office.

ENVIRONMENTAL REVIEW:
A Negative Declaration has been prepared in accordance with requirements of CEQA and has been
approved by the Planning Commission on January 21,2004 (Resolution No. 5548).
A Conditional Use Permit Amendment (CUP-O016(A) has been prepared and approved by the
Planning Commission on January 21, 2004 (Resolution No. 5548).

RESOLUTION NO. 2004-145
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING
TO PROVIDE AND INSTALL NEW SPORTS LIGHTING AND
ELECTRICAL UPGRADES AT CHASE FIELD AND THE
APPROPRIATION OF ADDITIONAL FUNDS.
THE EXECUTION OF CONTRACT NO. PKS 03-08 PROJECT NO. 3884
WHEREAS, the City Council adopted Resolution No. 2004-080 approving
contract documents, special provisions and specifications, and authorized the City Clerk to
advertise for bids to provide and install Chase Field Sports Lighting and Electrical Upgrades,
hereinafter referred to as the “Project;” and
WHEREAS, the bids were received, opened, witnessed and recorded on April 19, 2004;
and
WHEREAS, bids have been received by the City of Carlsbad, California to provide and
install Chase Field Sports Lighting and Electrical Upgrades; and
WHEREAS, the lowest responsive bid received was submitted by Steiny and Company
in the amount of $243,300; and
WHEREAS, insufficient funds are available for this project in the Capital Improvement
Project budget; and
WHEREAS, additional funds in the amount of $15,000 needs to be appropriated to
complete this project.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as
follows:
1. That the above recitations are true and correct.
2. That the Finance Director is authorized to make an additional appropriation in the
amount of $15,000 from the Infrastructure Replacement Fund to provide and install Chase Field
Sports Lighting and Electrical Upgrades.

3. The bid of $243,300 by Steiny and Company to provide and install Chase Field
Sports Lighting and Electrical Upgrades, and a contingency account of $23,328 is hereby
accepted.
4. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute
a contract for Contract No. PKS 03-08 Project No. 3884 with Steiny and Company.
5. That the award of this contract is contingent upon Steiny and Company executing the
required contract and submitting the required bonds and insurance policies, as described in the
contract, within twenty (20) days of adoption of this resolution. The City Manager may grant
reasonable extensions of time.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 4th day of Mav , 2004, by the following vote, to wit:
