ITEM EXPLANATION: The Engineer’s Estimate for construction of the traffic signal was $155,000. The lowest responsible bidder is HMS Construction, Inc. at $145,184. The documents submitted by HMS Construction, Inc., for the project have been reviewed and analyzed by staff and found to be in order. Staff, therefore, recommends the award of the traffic signal construction contract to HMS Construction, Inc. ENVl RON M ENTAL REV1 EW: This project is a Class 1 Categorical Exemption and is therefore exempt from the environmental review process under provisions of the California Environmental Quality Act (CEQA), Section 15301 (9. A Notice of Exemption will be issued by the Planning Director. FISCAL IMPACT: The project cost breakdown is as follows: I Total Amount Appropriated for this Project I $210,000 J Funding for this project was approved in the 2003/2004 Capital Improvement Program and there are sufficient funds available in the General Capital Construction Fund for construction. WHEREAS, the City Council of the City of Carlsbad, California, has determined it ?ecessary, desirable and in the public interest to construct the traffic signal at Carlsbad Village Drive and Chatham Road; and WHEREAS, four (4) sealed bids were received on April 21, 2004 for the project; and WHEREAS, the lowest responsive, responsible bid for the project was submitted by HMS Construction, Inc., in the amount of $145,184; and WHEREAS, there are sufficient appropriations available to complete construction of the traffic signal. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the low bid submitted by HMS Construction, Inc., in the amount of $145,184, is hereby accepted and the Mayor is hereby authorized to execute a contract on behalf of the City lor the construction of the traffic signal at Carlsbad Village Drive and Chatham Road. 3. That the award of this contract is contingent upon the bidder submitting the lowest responsive bid executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) days of adoption of this resolution. The City Manager may grant reasonable extensions of time.
