RECOMMENDED ACTION:
Adopt Resolution No. 2004-174
City Clerk to advertise for bids for the improvement of Seacrest Drive, Project No. 3679.
approving plans and specifications, and authorizing the
ITEM EXPLANATION:
Seacrest Drive between Ridgecrest Drive and Charter Oak Drive is in need of significant pavement
reconstruction due to the age of the existing pavement and the damage caused by tree roots. In addition to reconstructing the pavement and trimming the tree roots, the project includes the
replacement of selected concrete driveway approaches and curb and gutter repairs.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process under Section 15301
Class 1 (c) of the Public Resources Code (California Environmental Quality Act).
FISCAL IMPACT:
The engineer's estimated cost to complete this project is:
Construction Contract (Engineer's Estimate) $1 30,000
Construction Contingency (1 5%) $19,500

RESOLUTION NO, 2004-174
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE IMPROVEMENT OF
SEACREST DRIVE, PROJECT NO. 3679.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
iecessary, desirable, and in the public interest to perform pavement reconstruction on Seacrest
3rive; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
squipment, transportation, and other expenses necessary for Project No. 3679 have been
Drepared and are on file in the Public Works-Engineering Department of the City of Carlsbad and
2re incorporated herein by reference; and
WHEREAS, sufficient TransNet Local funds are available in the project account in order to
Zonstruct Project No. 3679; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
:alifornia, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents for the improvement of
Seacrest Drive, Project No. 3679, on file in the Public Works-Engineering Department of the City
)f Carlsbad, are hereby approved.

3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
in accordance with State law, a Notice to Contractors Inviting Bids for the improvement of
Seacrest Drive, Project No. 3679, in accordance with the plans, specifications, and contract
documents referred to herein.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 1st day of June , 2004 by the following vote, to wit:
AYES: Council Members Lewis, Finnila, Kulchin, Hall and Packard
