the City Clerk to advertise for bids for the construction of the Poinsettia Lane and Paseo Escuela
traffic signal, Project No. 3849-1.

This intersection provides the only vehicular ingresdegress location for Carillo Elementary School.
Currently, Poinsettia Lane terminates approximately 1300’ west of Paseo Escuela. The Bressi
Ranch project and Villages of La Costa project extending Poinsettia Lane from its current terminus
to El Camino Real will be complete in the first half of 2005. The traffic signal is required to provide
vehicular and pedestrian ingresdegress to Carillo Elementary School. Staff recommends that the
traffic signal be installed and energized before the extension of Poinsettia Lane is complete. A
traffic signal at this location was not made a condition of the master plan of the adjacent planning
area projects, therefore staff submitted a request for the construction of a traffic signal at Poinsettia
Lane and Paseo Escuela to be included in the 2003/2004 Capital Improvement Program (CIP). The
2003/2004 Capital Improvement Program was adopted by City Council on June 17, 2003 and
funding for this project is available in the Gas Tax fund.

ENVIRONMENTAL REVIEW:
$210,000
This project is a Class 1 categorical exemption (minor alteration of existing structure or facilities) and
is, therefore, exempt from the environmental review process under provisions of the California
Environmental Quality Act (CEQA), Section 15301(f). A Notice of Exemption will be issued by the
Planning Director after this Authorization to Advertise is approved.
FISCAL IMPACT:
There are sufficient funds appropriated in the Gas Tax fund to complete this traffic signal project.

RESOLUTION NO. 2004-175
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
POINSETTIA LANE AND PASEO ESCUELA TRAFFIC SIGNAL,
PROJECT NO. 3849-1.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct a traffic signal at the intersection of
Poinsettia Lane and Paseo Escuela; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental of said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, said project was included in the 200312004 Capital Improvement Program;
and
WHEREAS, the Gas Tax fund includes sufficient funds to construct this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

That the plans, specifications and contract documents on file in the Engineering
Department of the City of Carlsbad are hereby approved.

3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
n accordance with State law, a Notice to Contractors Inviting Bids for the construction of the
Poinsettia Lane and Paseo Escuela Traffic Signal, Project No. 3849-1, in accordance with the
plans, specifications and contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 15t day of June , 2004 by the following vote, to wit:
AYES: Council Members Lewis, Finnila, Kulchin, Hall and Packard
