ITEM EXPLANATION :
The purpose of this visit is for the Recreation Director and Carrillo Ranch Recreation Area
Manager to represent the City of Carlsbad by receiving the “Restore America: A Salute to
Preservation” award from the National Trust for Historic Preservation, Save America’s Treasures,
and the Home and Garden Television Network (HGTV). Carrillo Ranch was recently selected as
one of 12 of America’s most important historical places currently undergoing restoration efforts.
Leo Carrillo Ranch Historic Park will be saluted with several one minute celebrity vignettes and
public service announcements aired throughout the month, and featured on HGWs on-air and
online programming, which reaches more than 80 million viewers.
FISCAL IMPACT:
The cost for the Recreation Director and Carrillo Ranch Recreation Area Manager to attend will
not exceed $2,800. Funds are available in the Recreation Department contingency budget to
cover all costs associated with this out-of-state travel request. Travel will be conducted during
June 2004 and will not exceed three travel days to receive the award.

RESOLUTION NO. 2004-176
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
RECREATION DIRECTOR AND CARRILLO RANCH RECREATION AREA
MANAGER TO TRAVEL TO WASHINGTON D.C. TO ACCEPT A
PRESERVATION AWARD ON BEHALF OF THE CITY FROM THE
NATIONAL TRUST FOR HISTORIC PRESERVATION.
CALIFORNIA, AUTHORIZING OUT-OF-STATE TRAVEL FOR THE
WHEREAS, the City Council concurs that it is in the public interest to authorize out-of-state
travel for the Recreation Department to accept a preservation award on behalf of the City; and
WHEREAS, the City Council recognizes that this is in support of the City’s ongoing
restoration efforts at Leo Carrillo Ranch Historic Park ; and
WHEREAS, funds are available in the FY 2003-04 Recreation Department contingency
budget for the requested out-of-state travel.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That out-of-state travel is hereby authorized in accordance with City policy for the Recreation
Director and Carrillo Ranch Recreation Area Manager to travel to Washington D.C. to accept a
preservation award from the National Trust.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on
the 1st dayof June ,2004 by the following vote, to wit:

As Host Committee Co-Chairs of the June 15th Restore America: A Salute to Preservation gala, we are

anniversary of the creative partnership between The National Trust for Historic Preservation, Save

Restore America: A Salute to Preservation

Description:
The Rancho de 10s Kiotes (Leo Carrillo Ranch) is significant because it was owned, designed and
built by Leo Carrillo. Leo was the grandson of the Governor of California in 1837, son of the first
Mayor of Santa Monica, a 17 year member of the California State Parks Commission, an
accomplished actor, honorary Mayor of Vista and Borrego Springs, California, and the Grand
Marshall in numerous parades, and on several occasions ranging from small local parades to the
world famous New Year's Rose Parade. His ranch stands as a monument to the pride Carrillo felt
in his Spanish California heritage, an effort to recapture the romance of the past in his quest for the
simpler lifestyle of his ancestors. The Carrillo Ranch stands as a tribute to California's rich Hispanic
heritage, and as such, it is significant in the area of Hispanic ethnic heritage for the association
with Leo Carrillo, who used the property as not only a working ranch, but as a weekend retreat
from his Hollywood endeavors from 1937 to his death in 1960.
Carrillo's ranch is also a product of the so called "Golden" era of Hollywood, a period of glitz and
glamour when prosperous movie and stage stars built homes, both as personal retreats and
entertainment showcases. Rather than being ostentatious however, Carrillo chose to keep his
ranch as a rustic, functional, and authentic place. The Rancho de 10s Kiotes represents the
continuation of an established building tradition of southwest adobe architectural craftsmanship
that has been passed from generation to generation.
"Restore America: A Salute to Preservation" is a million-dollar public affairs initiative by Home i3
Garden Television to generate support for the National Trust and Save America's Treasures.
Inspired by the popular HGTV series Restore America, this national campaign to raise awareness
of preservation will recognize restomtion efforts at twelve National Trust/save America's Treasures
sites. Each site will be featured for one month on Restore America and will be saluted with one
minute celebrity vignettes broadcast on HGTV. In addition, HGN will air two Restore America
specials, one in July 2003 and another in 2004.
