RECOMMENDED ACTION:
Adopt Resolution No. 2004-184 approving plans and specifications and authorizing the
City Clerk to advertise for bids for the construction of the Industrial Park Pipelines, for the Encina
Basin Water Reclamation Program, Phase II Project, Project Nos. 3887-C, 3667, and 3930 and to
appropriate and transfer funds.
Adopt Resolution No. 1210 approving plans and specifications and authorizing the
District's Secretary to the Board to advertise for bids for the construction of the Industrial Park
Pipelines, for the Encina Basin Water Reclamation Program, Phase II Project, Project Nos.
3887-C, 3667, and 3930 and to appropriate and transfer funds.
ITEM EXPLANATION:
The Industrial Park Pipelines, Project No. 3887-C, construction contract is part of the Encina Basin
Water Reclamation Program, Phase II Project (Phase 11). The pipelines will enable the recycled
water processed at the Carlsbad Water Recycling Facility (CWRF), which is currently under
construction, and the existing Meadowlark Water Reclamation Facility, to reach the District's
Phase II recycled water customers. Included in this construction contract are recycled water
transmission and distribution pipelines serving irrigation users to portions of the industrial park
areas in the vicinity of Palomar Airport, which includes:

The recycled pipeline work also includes a pipeline in Calavera Hills that will primarily supply
Calavera Park.
The project design also includes a full width pavement overlay on Faraday Avenue, Rutherford
Road, Aston Avenue, Farnsworth Court, Balfour Court, Pascal Court, Priestly Drive, La Place
Court, Geiger Court, Landau Court, Pasteur Court, Darwin Court, and Camino Vida Roble.
Finally, the project would install approximately 9;OOO feet of 4-inch conduit with three smaller
conduits inside, each capable of holding 24 fiber optic cables. The conduits would be empty,
butwould allow the City to insert fiber optic cables between the Faraday Building, Farmer's
Building, and the Safety Center in the future without digging up the streets.
ENVIRONMENTAL REVIEW:
The pipeline project is a part of the Phase II project. A Mitigated Negative Declaration (MND)
wasprepared for the Phase II project. The Carlsbad CityCouncil approved the MND on
January 25, 2000 under Case No. EIA 99-09, Resolution No. 2000-37. The United States
Department of the Interior completed its review of the Phase II project for compliance with the
National Environmental Policy Act (NEPA) and formally approved the NEPA on March 1 , 2002.

The total cost for the items being advertised for bid, which includes recycled water lines, pavement overlay, and a fiber optic cable conduit, is $8.8 million as shown below.

Industrial Park Recvcled Pipelines (Proiect No. 3887)
The recycled pipelines portion of the total project is estimated to cost approximately $7 million as shown in Table 1. These pipeline costs will be reimbursed from Federal and State grants and a State loan. This is one of twelve pipeline projects included in the Recycled Phase II Program. Based on estimates to date, the appropriations for these pipelines is insufficient as shown in Table 4.

The pavement overlay portion of the project, shown in Table 2, is estimated at $1.7 million and will be funded by a portion of the TransNet Local allocation included in the 2004-05 Capital Improvement Program.
Fiber Optic Cable (Proiect No. 3930)
Also included is the estimated cost of a fiber optic cable conduit, shown in Table 3, linking the
Faraday Building, the Farmer's Building, the Safety Center, Fleet Operations and Fire Station 5. Staff
is recommending that the conduit be installed, as a cost saving measure, while the road is open for
the pipeline project and is also requesting an appropriation of $93,600 from the General Capital
Construction Fund to complete the project.

Table 4 summarizes the total cost of all the pipeline contracts comprising the Encina Basin Water
Reclamation Program, Phase II Pipeline Project 3887, including the Industrial Parks lines (3887C)
being advertised for bids with this agenda bill. All costs in the table are estimates; however, the
costs shown in bold have already been awarded for construction.

Total appropriations to date are $19.8 million, while total project costs are estimated at $20.6
million resulting in a shorlfall of approximately $.8 million. A portion of the shortfall ($525,000) will
be funded by excess appropriations in other Recycled Phase II projects. Staff is requesting an
additional appropriation for the remaining amount ($31 4,700); see Table 5.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE INDUSTRIAL PARK PIPELINES, FOR THE ENCINA BASIN
WATER RECLAMATION PROGRAM, PHASE II PROJECT,
AND TRANSFER FUNDS.
PROJECT NOS. 3887-C, 3667, AND 3930 AND TO APPROPRIATE
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct the Industrial Park pipelines for the
Encina Basin Water Reclamation Program, Phase II Project, Project Nos. 3887-C, 3667, and
3930; and
WHEREAS, the Project also includes a pavement overlay component on the following
streets: Faraday Avenue, Rutherford Road, Aston Avenue, Farnsworth Court, Balfour Court,
Pascal Court, Priestly Drive, La Place Court, Geiger Court, Landau Court, Pasteur Court,
Darwin Court, and Camino Vida Roble; and
WHEREAS, the Project also includes a fiber optic conduit component along Faraday
Avenue between the City’s Faraday Building, Farmer’s Building and the Safety Center; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental to said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, the pavement overlay component of the project is estimated to cost
$1,705,100 and sufficient TransNet Local funds are allocated and will be appropriated with the
2003-04 Capital Improvement Program; and
WHEREAS, the fiber optic conduit component of the project is estimated to cost $93,600
and an appropriation from the General Capital Construction Fund is required to complete this
portion of the overall project.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the
construction of the Industrial Park Pipelines, for the Encina Basin Water Reclamation Program,
Phase II Project, Project Nos. 38874, 3667, and 3930 in accordance with the plans,
specifications, and contract documents referred to herein.
4. That the Finance Director is authorized to appropriate $93,600 from the General
Capital Construction Fund for the fiber optic conduit portion of the project.

WHEREAS, the Board of Directors of the Carlsbad Municipal Water District has
jetermined it necessary, desirable, and in the public interest to construct the Industrial Park

WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,

WHEREAS, the estimated project cost for the Industrial Park recycled water pipelines is
66,959,700 and the Industrial Park recycled water pipelines are part of a larger pipeline project
Nith a total cost of $20,650,200; and
WHEREAS, to date, there are appropriations totaling $1 9,810,500 for the overall pipeline
iroject which are insufficient to complete the entire pipeline project; and
WHEREAS, the pipeline project requires an additional appropriation of $839,700; and
WHEREAS, there is $375,000 of excess funds in the Carlsbad Water Recycling Facility
iroject (36753) and $150,000 of excess funds in the Mahr Reservoir Improvements project for a
otal of $525,000 available to transfer to the pipeline project (38871); and
WHEREAS, an additional appropriation of $314,700 from the Recycled Water Fund is
'equired for the pipeline project; and
