RECOMMENDED ACTION:
Receive presentation from Doug and Tracy Foote, citizens of Carlsbad.
ITEM EXPLANATION:
The City Council provides an opportunity for citizens and organizations to have an item
placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a
letter (Exhibit 1) from Doug and Tracy Foote, Citizens of Carlsbad, requesting the
opportunity to make a presentation to the City Council regarding their request that the City
Council close Miramonte Avenue to vehicular traffic.

Dear Mr. Patchett,
I would like to request that the removal of the traffic barriers on Miramonte Avenue be
included on the May 18” date, or later, list of agenda items for the city council meetings.
The scheduled removal of the barriers for this summer is approaching fast and the
residents of Calavera Hills need to know what action the city council will take on this
issue.
In particular we would like to see the city council make the Miramonte Ave. stub street
permanently closed to vehicular traffic. If the city council will not allow this to happen
then we would like to ask the city council to temporarily leave the barriers in place for a
period of time to allow traffic patterns to stabilize after the opening of College Blvd. The
period of time that would provide the most public safety benefit to the Calavera Hills
Elementary School children would be to leave the barriers in place until Cannon Blvd
opens to regular traffic which would relieve a portion of the commuter traffic pressure off
of College Blvd and especially Lake Blvd.

TRAFFIC BARICADES ON MIRA MONTE DR AND FOOTHILL AVE.
Environmental Impact report 98-02 does not address traffic impact at the street
intersection on Mira Monte Dr. and Foothill Ave.
EIR 98-02 does not address traffic impact on the intersection of Lake Blvd and
Mira Monte Dr.
EIR 98-02 indicates that the Vehicle Per Hour Per Lane (VPHPL) on College
Blvd by the Calavera Hills Elementary School is 760 VPHPL, which is the
highest VPHPL of any major arterial road in the report.
EIR 98-02 indicates that estimated traffic on Lake Blvd for year 2000 (PM)
without College Blvd traffic barriers is 880 VPHPL.
Lake Blvd at the h/lira Monte Dr. intersection is a secondary two lane road with a
boulevard stop only.
The high traffic volume on College Blvd, coupled with the impending failure of
Lake Blvd to accommodate commuter traffic will encourage many commuters to
cut through the Calavera Hills neighborhood.
0 Removal of Mira Monte Dr. traffic barriers will create a public safety hazard to
residents and students at the Calavera Hills Elementary School.
Residents and the Homeowners Association of Calavera Hills have
overwhelmingly supported, via mailer petition, that the City of Carlsbad evaluate
the public safety in the neighborhood and especially at the elementary school
prior to the Mira Monte Dr. barricade removal.
Mira Monte Drive Traffic Barriers
The residents of Calavera Hills request that the City of Carlsbad leave the Mira Monte
Dr. barricades in place for some period of time so that public safety in the neighborhood
and areas surrounding Calavera Hills Elementary School can be properly assessed and
traffic patterns, with the College Blvd barriers removed, be evaluated. That period of
time should be, at an absolute minimum, 1 to 2 months after the Calavera Hills
Elementary and Middle School have been in session with the College Blvd barriers
removed.
The College Blvd barriers were originally put in place to prevent commuter traffic from
overloading Tamarack Ave and impacting schools on or near the street as well as the
residents. With the completion of College Blvd to Cannon Rd, an appropriate traffic
improvement is being provided to alleviate the need for commuters to use Tamarack and
the removal of College Blvd barriers is quite logical.
In the case of Mira Monte Dr there are no road improvements or changes in the
developmental stage that will change the traffic volume or patterns as pointed out in the
attached fact sheet. The only future change that will truly mitigate the traffic on College
Blvd and Lake Blvd will be the completion of Cannon Rd. In keeping with the spirit and
intentions of the College Blvd barriers, we would like to request that any time period
provided for leaving the Mira Monte barriers temporarily in place include the
consideration of completion of the final segment of Cannon Rd.
