RECOMMENDED ACTION: Adopt Resolution No. 2004-203 awarding the bid for purchase of fire hose for the period July I, 2004 through June 30, 2005, with the option to renew for four (4) additional one-year periods to Fire Etc., Allstar Fire Equipment Inc., and KMP Fire. ITEM EXPLANATION: The City of Carlsbad and twenty other member agencies of the San Diego County Fire Equipment Committee participated in the joint cooperative bid for nine types of fire hose. Based on a questionnaire distributed to the agencies, an estimated annual quantity of over 85,000 feet of fire hose will be purchased from this bid. The anticipated orders will result in hose purchases in excess of $140,000 each year. Each individual public agency will place their respective order(s) with the selected vendors. In accordance with Section 3.28.050 of the Municipal Code, Notice to Bidders was published and Requests for Bid were sent to thirteen vendors. Five responses were opened, witnessed, and recorded on June 3, 2004. Representatives from the San Diega County Fire Equipment Committee and the Purchasing Department evaluated the bids. In accordance with the Municipal Code, a best- value evaluation was completed. The bids were evaluated for cost, delivery, conformance to specifications, warranty, and any unspecified value-added offerings. The bid submitted by Fire Etc. was determined to be the best value for items 1, 2, 4, 5, 6, 7 and 8. The bid submitted by Allstar Fire Equipment was determined to be the best value for items 3. The bid submitted by KMP Fire was determined to be the best value for items 9. All three successful bidders accepted the Public Agency Clause allowing any public agency in the State of California to fully participate in this award during the contract period. FISCAL IMPACT: The City of Carlsbad Fire Department anticipates spending approximately $8,000 on fire hose in the coming fiscal year. Sufficient funds are available in the department's Fire Hose and Appliances account for these purchases. EXHIBITS: 1. That the above recitations are true and correct. 2. That the bid from Fire Etc., 2190 Main Street, San Diego, CA for items 1, 2, 4, 5, 6, 7 and 8 is hereby accepted and the Purchasing Officer is authorized to execute purchase orders for these items, as the need arises, for a period of one year beginning July 1, 2004 through June 30, 2005, such arrangement which may be renewed by the City Manager for four (4) additional one- year periods. 3. That the bid from AllStar Fire Equipment Inc., 12328 Lower Azusa Road, Arcadia, CA for item 3 is hereby accepted and the Purchasing Officer is authorized to execute purchase orders for this item, as the need arises, for a period of one year beginning July 1, 2004 through June 30, 2005, such arrangement which may be renewed by the City Manager for four (4) additional one- year periods.
