ITEM EXPLANATION:
The purpose of this site visit is to observe and review a law enforcement records managment and
automated field reporting system, CRISNET, currently in use at the Detroit Police Department and the
Lansing State Police. These Police employees are on a countywide committee that has been tasked
with researching existing records management programs that would fill the needs of law enforcement
agencies throughout San Diego County. The system would be integrated, allowing all County
agencies to share law enforcement data and information. CRISNET has been identified as a finalist
in the selection process, and these two sites represent the system in use throughout a large, multi-
agency region. A site visit is necessary to determine application in our current police technology
program, including the mobile office computer project.
FISCAL IMPACT:
The cost to conduct this site visit for the police department’s Records Manager and Police Sergeant
will not exceed $2500. Funds are available in the Police Department budget to cover all costs.
EXHIBITS:

employees to conduct a site visit to the Detroit Police Department and the Lansing State Police.
Travel will be conducted July 11-15, 2004 and will be approximately 2 travel days and three on
site days.

RESOLUTION NO. 2004-204
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING
MENT’S RECORDS MANAGER AND POLICE SERGEANT
TO CONDUCT A SITE VISIT TO THE STATE OF MICHIGAN
OUT-OF-STATE TRAVEL FOR THE POLICE DEPART-
JULY 11-15,2004.
WHEREAS, the City Council concurs that it is in the public interest to authorize out-
of-state travel for the Police Department to conduct a site visit of public safety operations
conducted by the Detroit Police Department and the Lansing State Police; and
WHEREAS, the City Council recognizes that this is in support of the City’s Public
Safety Technology Project, a City goal, and this effort will enhance the project‘s
effectiveness; and
WHEREAS, funds are available in the FY 2004-05 Police Department budget for
the out-of-state travel.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, as follows:
1. That the above recitations are true and correct.
2. That out-of-state travel is hereby authorized in accordance with City policy for the
Police Department Records Manager and Police Sergeant to conduct a site visit July 11-15,
2004 at Michigan State Police facilities.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council of
the City of Carlsbad, California, held on the 22nd day of June , 2004, by the

POLICE RECORDS MANAGEMENT SYSTEM (RM SI
The purpose of the RMS is to provide for the effective storage, manipulation, viewing,
retrieval, retention, and archiving of crime and incident reports. It will interface with the
CAD system and utilize a browser-based user interface. Data from the CAD, automated
field reporting and RMS systems will be accessible through this new interface. Currently
CAD and RMS data access is limited and cumbersome.
A major benefit of an RMS is that it provides tools for use department-wide. The new
system would provide easier access to information so more people can access the data
themselves. Accuracy of call data information would improve as call information is
loaded directly into the forms, eliminating an intermediary. An RMS would offer
investigative case management allowing supervisors to easily monitor case status and
assign cases electronically instead of waiting for copies to be made and forwarded to
investigations.
AUTOMATED FIELD REPORTING (AFR)
The AFR system will automate the process of filling out a crime report. A normal crime
report can be from 2 to 20 pages and has hundreds of pieces of data that have to follow
certain rules and formats. The AFR will assist the officer in filling out the proper forms
with error checking and user-assistance at the field level. Once the officer completes the
report, it will be submitted electronically for approval. If the report is approved, it will be
forwarded automatically to the RMS system and will be available immediately for
viewing. If the report is not approved, it will go back to the officer’s in-car computer
where necessary corrections can be made.
One of the most significant benefits of an AFR system is the time saved by not having to
enter the same basic information numerous times on a variety of forms. Presently, much
of the basic incident information must be manually re-written on numerous forms.
Reports are manually completed by officers in the field and then entered into the ARJIS
system by records personnel. With officers entering their own cases directly into the
automated field reporting system, data entry time will be reduced.
These two components(RMS and AFR) will form a vital part of our technology project.
Several Carlsbad personnel are involved in their development in conjunction with
regional partners.
