RECOMMENDED ACTION:
Introduce Ordinance No. NS-710
Municipal Code regarding vesting tentative maps.
amending section 20.1 7.020 of the Carlsbad
ITEM EXPLANATION:
The Subdivision Map Act, section 66498.8(d) requires that information required by a city for
filing of a vesting tentative map be the same as that required by ordinances, resolutions,
policies, or standards for the design, development or improvement relating to the conferred
rights with the exception of information necessary to permit the public agency to review
environmental impacts and make a determination required by section 21080.1 of the Public
Resources Code, and information necessary to comply with Federal or State requirements.
This amendment to section 20.1 7.020 will clarify the procedure for processing vesting
tentative maps as required by the Subdivision Map Act.
FISCAL IMPACT:
There is no determinate fiscal impact of the amendment although there may be a negligible
savings in staff time in vesting map applications.
ENVIRONMENTAL REVIEW:
This ordinance amendment does not constitute a project within the meaning of the
Subdivision Map Act and, will not result in a reasonably foreseeable direct or indirect physical
impact on the environment.

REGARDING VESTING TENTATIVE MAPS
The City Council of the City of Carlsbad, California does
ordain as follows:
SECTION I: That section 20.17.020 subsection (c) of
Municipal Code is amended to read as follows:
"20.17.020 Filinq and processing.

(c) In addition to the other information required by this tihe to be shown
on or provided with a tentative map or tentative parcel map a vesting tentative map or
vesting tentative parcel map shall show or be accompanied by the following information
in a form satisfactory to the City Engineer and Planning Director:
(1) Detailed lot lines and dimensions;
(2) Detailed design and specifications for all public facilities,
including, but not limited to, on-site and off-site sewer, water and drainage
facilities; roads including final grades and alignment; and other on-site and off-site
improvements;
or other reports deemed necessary by the city engineer or planning director to
permit a complete review of the design and improvements for the subdivision. The
subdivider, for subdivisions over five units, shall also submit a fiscal impact report
prepared by an independent economic analyst, analyzing the projected impacts
the development will have on public facilities and services; the report shall include
marketing information and a cost benefit analysis for the project;
proposed finished grades at two-foot intervals;
(3) Detailed geological, drainage, flood control, soils, traffic,

adoption, and the City Clerk shall certify the adoption of this ordinance and cause it to
