ENG RECOMMENDED ACTION: Introduce Ordinance No. NS-712 to establish a THREE-HOUR PARKING time limit on the east side of Carlsbad Boulevard between Christiansen Way and Beech Avenue and on the north side of Christiansen Way from Carlsbad Boulevard to Washington Street. ITEM EXPLANATION: The Anastasi Development Company is completing a project named Village by the Sea that is located in the Village Redevelopment area. The project is generally bounded by Carlsbad Boulevard on the west, Beech Avenue on the north, Washington Street on the east, and Christiansen Way on the south. It will consist of 65 condominium units and 8,662 square feet of retail space on a 2.83-acre site. Formal, on-street parking will be provided by the project along its frontages on Carlsbad Boulevard and along Christiansen Way. On Carlsbad Boulevard, parallel parking will be provided and on Christiansen Way, a total of 20 angled parking spaces will be constructed. Because of the proximity of both the NCTD bus transfer station and the Village Coaster station, there is a possibility that the newly created on-street parking spaces may be used by transit commuters. If so, this would most likely result in long-term daily parking. The long-term parking of commuters on surface streets in the Village area of Carlsbad has been an on-going issue for years. One remedy to help promote turnover in the on-street parking spaces has been to establish a maximum consecutive parking time limit of three hours. A portion of Christiansen Way east of the Coaster Station has previously been designated as THREE-HOUR PARKING. This issue was discussed by the Traffic Safety Commission at their meeting of June 7,2004. By a 5-0 vote, the Commission recommended that a THREE HOUR PARKING time limit be established along the frontages of Village by the Sea on Carlsbad Boulevard and also on Christiansen Way between the hours of 7:OO a.m. and 6:OO p.m. except Sundays and holidays. The Commission also recommended that appropriate street sweeping hours be designated in the future as determined by the Public Works Streets Department. ENVIRONMENTAL REVIEW: This project is categorically exempt from the environmental review process under the provisions of the California Environmental Quality Act (CEQA), Section 15061 (b) (3) in that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. FISCAL IMPACT: Installing approximately 14 THREE-HOUR PARKING signs will cost about $1,750. EXHIBITS: 1. NS-712 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.40, OF THE CARLSBAD MUNICIPAL CODE TO ESTABLISH A THREE- HOUR PARKING TIME LIMIT ON THE EAST SIDE OF CARLSBAD BOULEVARD BETWEEN CHRISTIANSEN WAY AND BEECH AVENUE AND ON THE NORTH SIDE OF CHRISTIANSEN WAY FROM CARLSBAD BOULEVARD TO WASHINGTON STREET The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.40, of the Carlsbad Municipal Code is amended 'y the addition of Section 10.40.041(9 to read as follows: "(0 There will be three-hour parking on the east side of Carlsbad Boulevard from a point 100 feet north of Christiansen Way to Beech Avenue between the hours of seven a.m. and six p.m. except for Sundays and holidays. " SECTION 2: That Title 10, Chapter 10.40 of the Carlsbad Municipal Code is amended by 7e revision of Section 10.40.084 to read as follows: "10.40.084 Parkinq Time Limit on Christiansen Way (a) There will be three-hour parking on each side of Christiansen Way from State Street westerly to the alley between the hours of seven a.m. and six p.m. except for Sundays and holidays. (b) There will be three-hour parking on the north side of Christiansen Way from a point 96 feet east of Carlsbad Boulevard to Washington Street between the hours of seven a.m. and six p.m. except for Sundays and holidays."
