ITEM EXPLANATION :
The Northwest Quadrant Community Park is a proposed 7.7 acre park located adjacent to the Carlsbad
Senior Center and at the former site of the Pine Elementary School (refer to Location Map, Exhibit 2). Final
plans are near completion and construction is scheduled for the start of 2005.
As yet, the park has not been officially named. City Council Policy #48 establishes the guidelines and
procedures for naming parks, facilities, and amenities within parks and for renaming parks. The policy
requires the Parks and Recreation Commission to solicit public input to establish recommended park
names.
The policy procedure reads:
“When considering proposals, the Commission shall emphasize the following criteria in making their
recommendation to the City Council:
0 Geographic location
Community significance
Historical significance
0 School name, when adjacent to a school
Individual person who shall have made a significant contribution to the City. ”
During the Northwest Quadrant Community Park master plan process, public workshop attendees
submitted potential names for the park. These names were compiled and a shortlist of potential names
was generated.
In May, a flyer ballot (see Exhibit 3) showing six potential names, and a space for other suggested names,
was disseminated to the Northwest Quadrant public with a May 31, 2004 submittal deadline. Flyers were
sent to previous participants in the master plan process and placed at the Cole Library and several
businesses in the vicinity of the park. Over 200 suggestions were received with 64 various names. The top
three names were Fiesta Park (122), Carlsbad Village Park (46), and Pine Street (Avenue) Park (26). After
receipt and tally of the suggestions, a Parks and Recreation Commission subcommittee met to discuss the
ballots and came to the following conclusion:
Of the three top names, “Pine Street (Avenue) Park” meets the policy procedure criteria
of geographic location, community significance, historical significance, and school name,
making it the best choice for the park name. The name “Fiesta Park” has community
significance, making it a favorable alternative. The name “Carlsbad Village Park” is too
specific for a quadrant community park and should not be considered.
Based upon this analysis, on June 22, 2004, the name “Pine Avenue Park” was recommended by the
subcommittee to the Parks and Recreation Commission as the official name for the Northwest Quadrant
Community Park. The Commission concurred with the recommendation and therefore is recommending to
the City Council to approve the name “Pine Avenue Park” as the official name for the Northwest Quadrant
Community Park.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING ‘TINE AVENUE
PARK” AS THE OFFICIAL NAME FOR THE NORTHWEST
QUADRANT COMMUNITY PARK.
WHEREAS, City Council Policy #48 establishes the guidelines and procedures for naming
parks, facilities, and amenities within parks; and
WHEREAS, the public process for naming the Northwest Quadrant Community Park has been
completed; and
WHEREAS, a Parks and Recreation Commission subcommittee solicited public input, analyzed
the data, and recommended the name “Pine Avenue Park” as the official name for the Northwest
Quadrant Community Park; and
WHEREAS, the Parks and Recreation Commission has reaffirmed the recommended name “Pine
Avenue Park” as the official name; and
WHEREAS, the City Council desires to name the Northwest Quadrant Community Park “Pine
Avenue Park.”
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the name “Pine Avenue Park” is the official name for the Northwest Quadrant Community
Park.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held
onthe 27th day of Julv ,2004 by the following vote, to wit:

NAME OUR PARK
The City of Carlsbad Parks and Recreation Commission is soliciting public input for the
naming of the Northwest Quadrant Community Park.
Also known as “Pine Street Park,” this park is being developed at the former site of Pine
Elementary School. The project design will soon be completed and ready for construction
before the end of this year.
As part of the park development process, the City has a policy for naming community
parks, in which citizens are given the opportunity to suggest names. Based upon input
from previous public meetings, a list of potential names has been created. The list has
been condensed into the names shown at the bottom of this document.

If you would like to participate in the naming of the park, please select and mark
one name from the list below or provide another name you would like for the
park. Then send the form to the Recreation Administration office, drop it in the
suggestion box at the Cole Library, or visit the City’s Recreation Department
website at www.ci.carlsbad.ca.us. Sorry, no suggestions will be received by phone.
