The City of Carlsbad Traffic Signal Evaluation Policy is prepared bi-annually. This policy is used to
identify and evaluate future traffic signal locations in the city and is based on the State of California
Department of Transportation criteria known as the Caltrans Traffic Signal Warrants. Poinsettia
Lane at Snapdragon Drive is a T-intersection and it was ranked #I8 on the Traffic Signal
Qualification List of the 2002 Traffic Signal Evaluation Policy that was approved by the City Council
on March 5, 2002. The intersection meets Caltrans Traffic Signal Warrants #5 and #I 1. Plans and
specifications to install the traffic signal at this location have been completed. This project was
approved in the 2003/2004 Capital Improvement Program for design and construction, and funding
for this project is available in the Gas Tax fund. This project is proposed at this time now that
Poinsettia Lane has been extended to Cassia Road. Through travel from Carlsbad Boulevard to El
Camino Real can be made using Poinsettia Lane and Cassia Road.
