ENG FOR BIDS FOR A TRAFFIC SIGNAL AT PROJECT NO. 3882-1 RECOMMENDED ACTION: x-7 T’ DEPT. HD. CITY AlTY. @ Adopt Resolution No. 2004-246 approving plans and specifications and authorizing the City Clerk to advertise for bids for the construction of the Poinsettia Lane and Snapdragon Drive traffic signal, Project No. 3882-1. Construction Inspection & Administration (1 5%) Construction Contingencies (1 5%) Total Project Cost ITEM EXPLANATION: $21,000 $21,000 $185,890 The City of Carlsbad Traffic Signal Evaluation Policy is prepared bi-annually. This policy is used to identify and evaluate future traffic signal locations in the city and is based on the State of California Department of Transportation criteria known as the Caltrans Traffic Signal Warrants. Poinsettia Lane at Snapdragon Drive is a T-intersection and it was ranked #I8 on the Traffic Signal Qualification List of the 2002 Traffic Signal Evaluation Policy that was approved by the City Council on March 5, 2002. The intersection meets Caltrans Traffic Signal Warrants #5 and #I 1. Plans and specifications to install the traffic signal at this location have been completed. This project was approved in the 2003/2004 Capital Improvement Program for design and construction, and funding for this project is available in the Gas Tax fund. This project is proposed at this time now that Poinsettia Lane has been extended to Cassia Road. Through travel from Carlsbad Boulevard to El Camino Real can be made using Poinsettia Lane and Cassia Road. ENVIRONMENTAL REVIEW: This project is a Class 1 categorical exemption (minor alteration of existing structure or facilities) and is, therefore, exempt from the environmental review process under provisions of the California Environmental Quality Act (CEQA), Section 15301(c). A Notice of Exemption has been issued by the Planning Director. FISCAL IMPACT: The funds needed to complete the project are $185,890. The project cost breakdown is as follows: Design/Administration I $3,890 Enaineer’s Estimate for Construction $1 40.000 There are sufficient funds appropriated in the Gas Tax fund to complete this traffic signal project. WHEREAS, the City Council of the City of Carlsbad, California, has determined it iecessary, desirable, and in the public interest to construct a traffic signal at the intersection of Poinsettia Lane and Snapdragon Drive; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, squipment, transportation, and other expenses necessary or incidental of said project have been Drepared and are on file in the Engineering Department of the City of Carlsbad and are ncorporated by reference herein; and WHEREAS, said project was included in the 2003i2004 Capital Improvement Program; and WHEREAS, the Gas Tax fund includes sufficient funds to construct this project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, Zalifornia, as follows: 1. 2. That the above recitations are true and correct. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Poinsettia Lane and Snapdragon Drive traffic signal, Project No. 3882-1, in accordance with the plans, specifications and contract documents referred to herein.
