PW/M&O TITLE: APPROVAL OF EMERGENCY ACTION TAKEN BY EXECUTIVE TRANSMISSION PIP EL IN E MANAGER FOR THE REPAIR OF A 27-INCH WATER RECOMMENDED ACTION: / CITY COUNCIL OF THE CITY OF CARLSBAD: Adopt Resolution No. 2004-263 confirming staff actions and waiving bidding procedures as set forth in Carlsbad's Purchasing Ordinance Section 3.28.024; and authorizing the City Manager, or his designee, to pay for all property restoration invoices related to this Emergency Act ion. BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT: Adopt Resolution No. 1221 confirming staff actions and waiving bidding procedures as set forth in Carlsbad's Purchasing Ordinance Section 3.28.024; and authorizing the Executive Manager, or his designee, to pay for all pipeline repair invoices related to this Emergency Action. ITEM EXPLANATION: Staff is asking the Council Board to consider approving the expenditure of approximately $125,000 from the City of Carlsbad Self-Insurance Liability Fund for the restoration of the area surrounding the District's ruptured 27-inch water transmission pipeline. In addition, staff is asking the Board to consider approving the expenditure of approximately $1 25,000 from the Carlsbad Municipal Water District's Water Operations Budget for the excavation and repair of the aforementioned District pipeline. In mid-afternoon on Thursday, March 11, 2004, the District's 27-inch transmission pipeline ruptured and the resulting loss of water disrupted traffic and caused damage to the surrounding pavement and slope areas. The rupture occurred on San Marcos Boulevard in the City of San Marcos, east of Business Park Road. This pipeline begins at the District's main connection to the County Water Authority treated water aqueduct. The connection is located near the intersection of San Marcos Boulevard and Santa Fe Road. The pipeline feeds one of the District's million-gallon water tanks and we were able to isolate that part of our water system after the rupture occurred. As a result, there were no water service interruptions to our customers. Staff contacted Don Hubbard Contracting and they immediately responded to the scene. All westbound traffic in the area of the break was diverted and one lane eastbound remained open. Additional assistance from the Vallecitos Water District, SDG&E, the City of San Marcos and the Sheriff's Department;as well Carlsbad's Street Maintenance crews helped with repair of the pipe, protection of an adjacent high- pressure gas line, and traffic control. By early Friday morning, the pipeline was repaired and put back into service. Southland Paving, Inc. was then called to repair the damaged asphalt and cleanup of sloped areas, and the areas of both the San Marcos Boulevard roadway and in the adjacent mobile home park. By early Saturday morning, less than 37 hours after the waterline break, all street lanes in both directions were open to traffic. This easterly portion of the pipeline was installed in the late 1950's. The rupture was the result of an isolated rust area of the pipeline. Due to the age of this pipeline, the remaining 4,000 feet of pipeline east to the aqueduct is presently under design and is scheduled for replacement as soon as possible. FISCAL IMPACT: The invoices for this emergency repair work to the pipeline and roadway, and also the associated cleanup work on the roadway slope area including the area of the mobile home park have been received and total $235,693.93. Of this total, $1 24,245.41 will be paid out of the CMWD Water Operations Budget and Page 2 of Agenda Bill No. 173743 an estimated $125,448.52 will be paid out of the City’s Self-Insurance Liability Fund. The amount paid the City’s self-insurance includes an additional $1 4,000 for contingencies. That the Board of Directors of the Carlsbad Municipal Water District was not in session (and could not immediately be called into session): NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a local emergency did exist within said District’s water system; and TT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said local emergency, the powers, functions and duties of the emergency organization of the City of Carlsbad were those prescribed by state law, by (charter) ordinances and resolutions of the City Emergency Plan and the Carlsbad Municipal Water District.
