CITY MGR 3 RECOMMENDED ACTION: Receive presentation from Mona Kuljurgis, Friends of Village H, regarding Village h in the Calavera Hills area. ITE M EXP LAN AT ION : The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a letter (Exhibit 1) from Mona Kuljurgis, Friends of Village H, requesting the opportunity to make a presentation to the City Council regarding the Village H property located in the Calavera Hills area. In addition, we would like to request that this issue be placed early on this evening's agenda, so that those interested in speaking on the issue will have sufficient time. We also have a presentation planned for this meeting and ask that there be someone available to assist us in setting up the VCR and laptop for a video and PowerPoint presentation. In order to develop the site, a Conditional Use Permit and Hillside Development Permit is still needed. We understand ehat this property was zoned for tbe development of a cornunity facility, but dl be preserved as open space should the City acquires it. We applaud your vision and foreslght to consider the VilIage H canyon for purchase and preservation and encourage the council to vote in fivor of this transaction. This canyon is an invaluable asset to the entire Cabera Ells community and surrounding neighborhoods. It shdd be preserved in its entirely for fbture generations. The Crest of Calavera Ells is located on the property adjacent to the ViUage H cmyon. The stability of the hillside bordering Village H has been a longtime concern and we have contracted ene&.eers to monitor erosion and degradation of this hillside for the protection of the Crest homes situated alongside the Village H canyon. For that reason, any development of the Village €3 canyon and land disturbances associated with development such as tree and vegetation removal, grading and filling, hydrological and drainage disturbances, etc. could be potentially damagrng to Crest property and homes. Should the City of Carlsbad move forward with any development of this canyon rather than purchase and re-zone it for open space, we request that a thorough environmental impact study be conducted and presented to the area homeowners for review. We appreciate that the City of Carlsbad has recognized the importance of Village H to its surrounding communities, hcludmg the Crest, and that the best interest of homeowners bordering Village H has been carefully considered. Please vote in favor of acquiring Village H and preserving it as open space. Thank you for your service to the residmts of the City of Carlsbad.
