ESTABLISH AN ALL-WAY STOP AT THE
INTERSECTION OF OCEAN STREET/
CYPRESS AVENUE

RECOMMENDED ACTION:
Introduce Ordinance No. NS-714 intersection. to require stops at the Ocean StreeVCypress Avenue
ITEM EXPLANATION:
The Ocean StreeVCypress Avenue intersection is configured as a T-intersection. It is located at
the southerly school zone boundary for the Army and Navy Academy. Stop signs were installed
years ago on Ocean Street at Cypress Avenue; however, no stop sign has been installed on
Cypress Avenue to control vehicles entering Ocean Street. The Cypress Avenue leg of this
intersection is the stem of the T-intersection, which typically would be controlled with a stop sign.
Several yellow school crosswalks have been striped on Ocean Street immediately north of the subject intersection and are most likely the basis for the stop sign installation on Ocean Street.
Westbound drivers on Cypress Avenue have limited sight distance to view northbound Ocean
Street vehicles. Complaints have been received about vehicles running the stop signs on Ocean
Street at Cypress Avenue. Conflicts can be minimized by assigning the right-of-way to vehicles
and pedestrians by installing a stop sign on Cypress Avenue and creating an all-way stop at the intersection of Ocean StreeVCypress Avenue.
At their July 12, 2004 meeting, the Traffic Safety Commission recommended, by a 5-0 vote, that a
stop sign be installed on Cypress Avenue at its intersection with Ocean Street, thereby establishing
an all-way stop controlled intersection.
FISCAL IMPACT:
Installing one stop sign, limit line, and stop pavement legend will cost about $500.00.

ORDINANCE NO. NS-714
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28, OF THE CARLSBAD MUNICIPAL TO REQUIRE STOPS AT THE INTERSECTION OF OCEAN STREETICYPRESS AVENUE.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.28, of the Carlsbad Municipal Code is amended
addition of Section 10.28.730 to read as follows:
“1 0.28.730 CvDress Avenue. Drivers shall stop where the following described
street intersects Cypress Avenue:
Ocean Street.’’
SECTION 2: That Title 10, Chapter 10.28, of the Carlsbad Municipal Code is amended
by the revision of Section 10.28.1 53 to read as follows:
“10.28.1 53 Ocean Street. Drivers shall stop where the following described
streets intersect Ocean Street:
Cypress Avenue
Grand Avenue.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(1 5) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
10th dayof Auqust ,2004, and thereafter,
