APPROVAL OF PLANS AND NAMING OF A PORTION OF
HOSP GROVE PARK TO HOSP GROVE HIGH NOON
ROTARY PICNIC AREA AND DESIGNATION OF CITY
FUNDS FOR PASSIVE IMPROVEMENTS CITY MGR

RECOMMENDED ACTION:
Adopt Resolution No. 2004-274 approving plans and naming of a portion of
Hosp Grove Park to Hosp Grove High Noon Rotary Picnic Area and designating City funds
for passive improvements.
ITEM EXPLANATION:
The original Hosp Grove Reforestation Plan as outlined in the adopted Community Forest
Management Plan called for the City to encourage and solicit volunteers to assist with the
replanting of the dead and diseased trees in the grove area. Early in 2003 the High Noon
Rotary Club came forward seeking a community service project. They were informed of the
need for replanting and eagerly took on this project. Over 1000 trees were planted in this
section of Hosp Grove east of Monroe Street between Marron Road and Wickham Way.
Along with the planting the Rotary volunteers installed irrigation and cleared much of the
area.
Upon completion of this project, the Rotary Club Members were still eager to provide
additional improvements at this site. They suggested a passive public area with benches, a
picnic table, and parking. This idea was reviewed by Recreation and Parks staff and was
found to be consistent with the Master Plan for the area. Subsequently the need for any
environmental or permit processes was reviewed by the Planning Director and determined
to be consistent with trail head improvements, if the project remained minimal and passive
in nature. Taking those guidelines into consideration a plan depicting benches, tables and
minimal parking was prepared (see attached) and submitted for review by the Parks and
Recreation Commission. At the June Parks and Recreation Commission meeting, the Hosp
Grove picnic/passive area was approved along with the name of “Hosp Grove High Noon
Rotary Picnic Area”.
Staff is prepared to assist these volunteers in providing the improvements noted above.
\ FISCAL IMPACT:
A cost estimate to provide these passive improvements is projected to be $14,500. The
attached memo outlines the costs. Funds for these improvements are available in the 2004-
05 Park Maintenance Budget. In addition, the High Noon Rotary Club has committed to
donating the park benches and tables. The costs of these donated items is estimated to be
$3,000. They have also committed to providing monthly maintenance at this site.

ENVl RON M E NTAL IMPACT:
This project is categorically exempt from environmental review pursuant to Section 15301 of
the California Environmental Quality Act, which exempts minor alterations to existing public
facilities including parks, open space and trails. A Notice of Exemption will be filed by the
Planner Director after City Council consideration.

RESOLUTION NO. 2004-274
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
NAMING A PORTION OF HOSP GROVE PARK TO HIGH
NOON ROTARY PICNIC AREA AND DESIGNATING CITY
FUNDS FOR PASSIVE IMPROVEMENTS.
WHEREAS, the City of Carlsbad approved the Hosp Grove Park passive improvements,
and
WHEREAS, the City of Carlsbad approved of naming this area Hosp Grove High Noon
Rotary Picnic Area, and
WHEREAS, the City Council authorized expenditures from the Public Works Park
Operations budget to provide for these improvements,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct
2. That the City Council approves the plans for the Hosp Grove Park improvements.
3. That the City Council approves the naming of this improvement area as Hosp Grove
High Noon Rotary Picnic Area.

City of Carlsbad on the 17th day of Auqust , 2004, by the following vote:

ESTABLISHMENT OF PASSIVE PARK AREA AT HOSP GROVE WITH ROTARY
CLUB VOLUNTEERS
As you are aware the Carlsbad High Noon Rotary Club has been actively involved in
replanting and cleaning up a portion of Hosp Grove adjacent to (east of) Monroe Street.
The volunteer work will be continuing with the installation of irrigation to the trees at this
site.
The Rotary Club Committee Members David Kulchin, John Simons, and Mike Metts
recently met with the Recreation Director, Park Development Manager and I and have
proposed providing additional improvements to this area. Their proposal includes
installing a small area (3,000 - 7,000 sq. ft,) of turf and/or decomposed granite with
benches, picnic tables, trash receptacles and a parking area. These improvements
would provide a passive location for residents to relax, picnic or begin a walk on the
adjacent City trail system. These plans are consistent with the City’s Master Plan for the
area which identifies passive areas and trails. The Rotary Club is also committed to
providing periodic maintenance to this park area.
The Rotary Club proposal was presented to the Recreation Director, Park Development
Manager. We all were in agreement that this project would be a benefit to the
community and is consistent with the long term plans for Hosp Grove Park.
Recommend at ion:
Staff recommends the City support the High Noon Rotary Club with construction of the
improvements suggested. The use of decomposed granite and/or wood chips will have
a lower maintenance impact than turf and is suggested at this time.
Fiscal Impact: (chart attached)
Construction: The construction of this passive area could be accomplished with
approximately $1 2,500 worth of City purchased materials, supplies and furnishings. As
a volunteer project, the labor would be provided by the Rotary Club and Carlsbad High
School’s Inter-Act Club. City staff would provide guidance and logistical support.
Potential sources for funding this project might be the Carlsbad Community Activity
Grant Program, contingency funds from Public Works or Community Services, or
sponsorship from the private sector.
Maintenance: The Rotary Club has also volunteered to provide periodic maintenance to
this area. However, should the City need to provide maintenance, the operation costs
for this site are projected to be $50.00 per week (1.25 staff hours per week removing

trash and debris four days a week at 15 minutes a day and .25 hours in irrigation
maintenance per week). If turf were installed another .5 hours per week of maintenance
would be required.
Rotary Club members and staff from Community Services and Public Works are willing
to take this project through the required permitting process. The High Noon Rotary Club
has prepared preliminary renderingdplans and they can be made available for your
review.
