ITEM EXPLANATION:
The intersections of Avenida Ciruela at Paseo Almendro and Paseo Almendro at Camino Serbal
are both T-intersections located north of Calle Barcelona in the La Costa Valley residential
development. Both intersections serve local residential traffic.
Staff was informed that a corner sight distance limitation existed at each intersection due to
topography and landscaping. An analysis determined that on the stem of the T-intersection (the
minor street) the minimum 10 mile-per-hour safe approach speed was not achieved. The
approach speed analysis is conducted when evaluating the need to place a stop sign on the stem
of a T-intersection. A driver on the minor street approaching the intersection at 10 miles-per-hour
must have adequate sight distance to view an approaching vehicle on the cross street (major
street) so that appropriate action can be taken to slow or stop the vehicle before entering the
intersection. The driver on the minor street of the T-intersection must yield the right-of-way to a
vehicle on the major street to avoid conflicts.
Upon review by the Traffic Safety Commission, they recommended, by a 3-0 vote, to install a stop
sign on the minor street of both intersections due to a driver on the minor street having limited sight
distance to view approaching vehicles. The stop signs are recommended to be placed on Avenida
Ciruela at its intersection with Paseo Almendro and on Paseo Almendro at its intersection with
Camino Serbal.
FISCAL IMPACT:
The installation of two stop signs, limit lines, and stop legends will cost about $750.

ORDINANCE NO. NS-716
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.28
OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE A STOP ON
AVENIDA CIRUELA AT ITS INTERSECTION WITH PASEO
ALMENDRO AND TO REQUIRE A STOP ON PASEO ALMENDRO
AT ITS INTERSECTION WITH CAMINO SERBAL.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1 : That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
the addition of Section 10.28.740 to read as follows:
“1 0.28.740 Paseo Almendro. Drivers shall stop where the following
described street intersects Paseo Almendro:
Avenida Ciruela.”
SECTION 2: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
the addition of Section 10.28.750 to read as follows:
“1 0.28.750 Camino Serbal. Drivers shall stop where the following
described street intersects Camino Serbal:
Paseo Almendro.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(1 5) days after its adoption.
