appointing one member to the Planning Commission.
Melissa White has resigned from the Planning Commission as of June 23, 2004. Ms. White
leaves an unexpired term ending April, 2005.
Other members of the Planning Commission are: Julie Baker, Bill Dominguez, Courtney
Heineman, Marty Montgomery, Jeff Segall, and Frank Whitton.
NOTE: Members of the Planning Commission are subject to the provisions of the
Political Reform Act, and must file a Statement of Economic Interests, Form 700.

Dear Mayor Lewis,
I wish to i&nn you and the Council that I will regretllly resign fiom the Carlsbad
Planning Commission effective June 23, 2004. My husband Steve and I plan to move to
Charleston, South Carolina at the end of June. The decision to move is a difficult one
because we enjoy living in Carlsbad. Steve’s business interests in South Carolina have
increased and require our relocation this summer.
I have very much enjoyed being a member of the Commission for the last few years. It
has been a privilege to work with the professionals in the Department of Planning as well
as my fellow Commissioners. All of these people are truly dedicated to Carlsbad and set
a high standard in planning a more livable community. During my sixteen years as a
Carlsbad resident, I have heard nothing but positive, indeed envious, comments regarding
our city from residents of other nearby communities. I will miss everyone from City
Government with whom T have worked.
Thank you for expressing your confidence in me with my appointment. It has been my
pleasure and privilege to serve the City and the Council, and I hope for the very best for
Carlsbad in the future.

EXPERIENCE
Michael Schumacher, founder and principal of a project management consulting company
(Alpha Development Group), has broad experience in the design, construction and
development of a variety of real estate projects. Michael's core expertise is in guiding
property ownerslmanagers, developers, investors and facility managers through the
process of budgeting, site selection, scheduling, due diligence, permit processing, design,
value engineering and construction.
Michael's professional background includes working with a prominent architecture firm, a
property management company, construction management consultants and a commercial
real estate development firm. It is this cross-disciplinary experience that has provided him
with a broad understanding of all facets of program management and real estate
development.
Michael has served as a construction project manager for new construction projects such
as the Sorrento South Corporate Center in San Diego and the development of Four
Seasons Timeshares Aviara in Carlsbad. In addition, Michael has a passion for historic
preservation and rehabilitation, urban infill and redevelopment. For the last two years, he
has been involved in managing the preservation of 26 historic buildings on the former
Naval Training Center in Point Loma.

Continued to manage the family agriculture business in Encinitas
as my mother had died during my junior year after a six-year
struggle with cancer. Started business in Carlsbad, June of 1974
and continued until June of 1993. Over the years have successfully
completed several continuing adult education courses in
accounting, business management and computer technologies.
Experience: Have been part of the design, implementation and
construction management team of several Carlsbad projects at my
current position. Additionally designed and built my home and
pool in Carlsbad.

With nearly 25 years of experience, Roney has strong expertise in the real
estate field, including development and investments, acquisitions and
dispositions, feasibility analysis, project management, brokerage, financial
structuring and capital placement. A resident of Carlsbad, California, Roney
is a licensed California real estate broker. He holds a Bachelor of Arts
degree in business administration with a certificate in real estate from
Southern Methodist University as well as a MBA degree &om California
State University, San Marcos.
The CCIM designation is awarded to commercial real estate professionals
upon completion of a graduate-level curriculum and attainment of a level of
qualifjling experience. CCIMs are recognized experts in commercial real
estate brokerage, leasing, asset management, valuation and investment
analysis, and form a business network encompassing 1,000 markets
throughout North America, Asia, Europe and the Caribbean. Ofthe
estimated 125,000 commercial real estate practitioners in North American,
6,000 currently hold the CCIM designation. An additional 5,000
professionaIs are pursuing the designation as Institute canddates. The
