TITLE:
ACCEPTANCE OF A $6,000 GRANT FROM THE
CALIFORNIA STATE LIBRARY GLOBAL LANGUAGE
MATERIALS GRANT PROGRAM
RECOMMENDED ACTION:
Adopt Resolution No. 2004-284 accepting the $6,000 grant award from the
California State Library Global Language Materials Grant Program, and appropriating the
funds to the Library’s acquisitions budget for FY2004-05.
ITEM EXPLANATION:
The California State Library recently announced the Global Language Materials Grant
Program. The objective of the program is to provide informational and recreational
materials to newcomers to America in their native languages or bilingual materials to assist
them in more fully participating in California and American society.
Each public library jurisdiction could apply for a grant for predetermined amount based upon
1984-2002 average annual county immigration statistics from the California Department of
Finance. The Carlsbad City Library was eligible for a $6,000 grant under this program and
on May 4, 2004, the Carlsbad City Council authorized the Library to apply for the grant.
In a letter dated August 5, 2004, the Carlsbad City Library was advised that the grant
application was approved.
The funds will be used for the purchase of children’s materials for the Centro de
Informacion, which meets the criteria for the use of these grant funds.
FISCAL IMPACT:
The grant does not require matching funds and allows the purchase of additional materials
for the collection without impact on the budget.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING A $6,000 GRANT
FROM THE CALIFORNIA STATE LIBRARY GLOBAL
LANGUAGE MATERIALS GRANT PROGRAM
WHEREAS, the Carlsbad City Library met the eligibility criteria to apply for funds
under the California State Library Global Language Materials Grant program; and
WHEREAS, California State Library has awarded the Carlsbad City Library a grant
of $6,000 under that program; and
WHEREAS, the goals of the City Council and the objectives of the Library support
learning;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California as follows:
1. That the above recitations are true and correct.
2. That the City Council accepts the grant award from the California State
Library Global Materials Grant program and authorizes the appropriation of these funds to
the library’s acquisitions account.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of
the City of Carlsbad held the 14th day of September , 2004, by the following vote, to

I am pleased to approve your grant application for the above named project for a total of $6,000 in
federal Library Services and Technology Act (LSTA) funds, effective immediately for the period
ending June 30,2005. The State Library primary consultant assigned to this project will be Rush
Brandis, tel. (916) 653-5471, email rbrandis@library.ca.gov. Please work with this consultant in
implementing your project. My staff is ready to assist you in making your project a success.
This grant will allow your library to purchase materials that meet the needs of immigrants in your
community. Your library can look forward to meeting the recreational or informational needs of
this segment of the population and improving library service throughout the area. Your library will
be receiving complimentary bookplates, which I encourage you to use in promoting the Global
Language Materials grant program to your user population.
Due to the delay in the 2004/05 state budget which has resulted in a delay in LSTA awards,
together with an anticipated consequent delay in issuance of grant checks by the State Controller,
LSTA recipients who are able to do so may commence work on approved projects with locally
available hnds, in anticipation of receipt of grant funds from the State Library. While receipt of
a signed award letter is a firm commitment of funds, if you do not feel comfortable starting up on
local knds prior to receipt of a state check, you may still be able to begin such preparatory
activities as organization of an advisory board, recruitment of staff, and selection of materials or
equipment that do not incur direct expense chargeable to the grant. We regret the inconvenience
these circumstances have caused for recipients.
As a condition for receiving this grant award, the final narrative report for this project must
contain how the library obtained project input from the targeted community, how the library
opted to use the funding, the number of titles acquired and in what specific language, the number
of materials for adults and the number of materials for children and young adults that were
acquired, and where these materials are housed in the library.

On June 30,2005, this project will be officially closed and no new expenditures may be generated
nor funded project activities occur. All unexpended and unencumbered funds must be returned by
August 15, 2005. This project is allowed 60 days to liquidate encumbrances which were incurred
prior to June 30. After the 60-day period, all encumbered funds which have not been liquidated
must be returned to the State Library.
Reporting on financial program activities is required quarterly within 30 days of each quarter. A
final narrative report is required and is due within 30 days after the close of the project, by July 29,
2005. The final liquidation report, if required, is due and must be submitted by September 15.
Thus, all reporting regarding this project must have been received at the State Library by September
15, 2005. Failure to provide timely reports is a serious breach of a grant recipient’s administrative
duty under the grant program, which may result in federal audit exceptions against the state and the
loss of LSTA funds.

the Final Narrative Report (LSTA Form 9), along with instructions for completing each report, are
