APPROVAL OF PURCHASE OF BRUSH FIRE TRUCK
RECOMMENDED ACTION:
City Council adopt Resolution No. 2004-285
Fire Truck from Master Body Works Inc.
approving the purchase of a Type 3 Brush
ITEM EXPLANATION:
Funds are appropriated in the Fiscal Year 2004-2005 budget to purchase a Type 3 Brush
Fire Truck to replace an existing unit currently in the fleet. The unit to be replaced is F312, a
1988 Beck, which currently exceeds the guidelines for replacement contained in the Fleet
Management Program, Administrative Order #3. Maintenance, Safety and reliability issues
also make the replacement advisable. The Fleet Division of the Public Works Department
concurs with this replacement. The Fleet Division is staffed to provide a preventive
maintenance based program. It is therefore important that the equipment be replaced
before substantial major repairs become necessary, especially in the safety services sector.
Section 3.28.090 of the Carlsbad Municipal Code provides for the Purchasing Officer to
purchase equipment through cooperative purchasing programs with other public agencies
when the agency has made their purchase in a competitive manner. On February 18,2003,
following a formal bidding process, the Truckee Meadow Fire Protection District and
Washoe County Purchasing received the lowest responsive bid for a Type 3 Brush Truck
from Master Body Works Inc.. Master Body Works, Inc. is the dealer and builder. The bid
included a public agency clause, allowing other governmental agencies to purchase like
units under a cooperative purchasing program. The cost for this unit with Carlsbad Fire
Department specific features is $254,404.24, which includes sales tax. The Carlsbad Fire
Department specific features include Radio and communication panels, intercom system,
Code 3 lighting Package, Foam system upgrade, storage and organization features as well
as other safety items.
FISCAL IMPACT:
Unencumbered funds are available in the FY 2004-05 Vehicle Replacement Capital Outlay
Account for this purchase.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZINGTHE PURCHASE
OF A BRUSH FIRE TRUCK
WHEREAS, the City of Carlsbad wishes to replace an old Brush Fire Truck, and;
WHEREAS, Section3.28.090 of the Carlsbad Municipal Code provides that the City may
participate in cooperative purchasing programs with other public agencies, and:
WHEREAS, Master Body Works Inc. has offered to sell the City of Carlsbad a Master
Body Type 3 Brush Fire Truck for $254,404.24, including sales tax.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
I. That the above recitations are true and correct.
2. The Purchasing Officer is hereby authorized and directed to issue a purchase order to
Master Body Works Inc. in the amount of $254,404.24, including sales tax.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the
City of Carlsbad on the 14th day of September , 2004, by the following vote:
AYES: Council Members Lewis, Finilla, Kulchin, Hall and Packard.
