RECOMMENDED ACTION:
That the City Council ADOPT Resolution No.
positions in the Engineering Department.
2004-287 appropriating six limited-term
ITEM EXPLANATION:
The current level of construction and development activity in Carlsbad remains high. The
department has a core staff in Construction Inspection and Development Services which have
been supplemented by a growing number of contracted services to cover peaks in inspections and
plan checking activity. The expense for contracted services have reached a level double the
expense for in-house staff.
Staff recommends that the City offer limited-term, full-time positions for a term not to exceed
three years. It is anticipated that qualified candidates will be interested in and apply for these
positions. Construction and development activity in Carlsbad has slowed in recent years from
record levels. However, it is steady at current levels and expected to remain so for another three
years, then return to a workload level to be sufficiently handled by the current Construction
Inspections and Development Services staff.
The express intention of limited term appointments shall be for three years only. Staff
recommends that the six limited term positions be allocated as three positions in Construction
Inspection and three positions in Development Services. The limited term assignments will
range in classification from Engineering Technician 1/11, Associate Engineer, Construction
Inspector 1/11. A management position, up to the level of Senior Civil Engineer, will also be
utilized to manage workload resulting from contract or staff management as well as other factors
resulting from peak workload. Incumbents will be treated as regular employees throughout their
assignment. Employment will be terminated as each assignment is completed or there are no
further services to perform.
The City has met and consulted with the City of Carlsbad Employees’ Association on the impacts
of this recommendation.
FISCAL IMPACT:
Contracted service expenses related to inspection and plan checking for FY2003/04 was
$744,978 in Development Services and $462,978 in Construction Inspection for a total of
$1,207,956. Limited term staffing expenses for all six positions are estimated at no more than
$500,000 annually. These limited term positions will provide staffing options to staff and could
provide annual savings between $52,000 to $70,00O/position or up to a total of $420,000 for six
appointments. The Public Works Department has adequate funds in their budget to staff six
limited term positions.

RESOLUTION NO. 2004-287
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROPRIATING SIX
LIMITED TERM ENGINEERING POSITIONS
WHEREAS, the Development Services and Construction Inspection Departments are
required to perform land use review, plan checking and construction inspection, and
WHEREAS, the demand for Engineering Department services continues to exceed the
labor available to meet this demand, and
WHEREAS, the Engineering Department is paying high rates for contracted services that
can be performed by staff at less than half the cost,
WHEREAS, the need for additional staff can be met with limited term appointments
during the City’s growth period, and
WHEREAS, the Engineering Department requests the appropriation of limited term
services of six positions allocated to Development Services and Construction Inspection for a
period not to exceed three years; and
WHEREAS, representatives of management have met and conferred in good faith with
the Carlsbad City Employees’ Association pursuant to the Meyers-Millias-Brown Act regarding
terms and conditions of employment.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct
2. That the request to add six limited term Engineering Department positions that will
have assignments last no more than three years is hereby approved.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the
City of Carlsbad on the 14th day of September ,2004, by the following vote:
AYES: Council Members Lewis, Firiilla, Kulchin, Hall and Packard.
