ITEM EXPLANATION:
The United States Department of Justice (DOJ), Office of Justice Programs (OJP) and the
Office of Domestic Preparedness (ODP) provide federal grant funds which are administered
to states through the State Domestic Preparedness Grant Program for the purchase of
specialized equipment to enhance the capability of state and local agencies to respond to
incidents of terrorism involving the use of Weapons of Mass Destruction (WMD). For the
Federal grant funds associated with the State Homeland Security Grant (SHSG) Program,
the County of San Diego is the designated Operating Area (OA) for State Domestic
Preparedness, and as such, is the entity that applies for, receives, and locally administers
the federal State Homeland Security Grant funds. The SHSG Program has been in
existence for several years. The County’s Unified Disaster Council is the governing body
and determined the local distribution formula for grant funds based upon the percentage of
“first responders” in each jurisdiction within the Operating Area. Prior SHSG received by the
City were the FY 2001 for $21,787 and the FY 2002 for $30,296.
No matching funds are required for the State Homeland Security Grants. The Federal grant
funds allocated to the City of Carlsbad are noted in the following table:
Attached as Exhibit No. 2 is the Grant Fund Distribution List and the Equipment Purchase
Summary for the FY 2003 SHSG (Part I). Attached as Exhibit No. 3 is the Grant Fund
Distribution List and the Equipment Purchase Summary for the FY 2003 SHSG (Part 11).
The City of Carlsbad Police and Fire Departments jointly review the list of SHSG grant-fund
qualified equipment, determine the needs of each department and allocate the funds for
purchases based upon identified department needs. Equipment is then purchased and paid
for by the City. Paid purchase invoices for SHSG-related purchases are then sent to the
San Diego County Office of Emergency Services for full reimbursement to the City.
FISCAL IMPACT:
All SHSG grant-related purchases are 100% reimbursable. The Police and Fire
Departments request that the City Council appropriate from the General Fund the total of all

grant funds, in the amount of $109,118, to Disaster Preparedness. Upon completion of the
FY 2003 SHSG (Part I & Part II) grant-related purchases, the General Fund will be
reimbursed by grant reimbursements. It is currently anticipated that all expenditures and
reimbursements will be completed before the close of FY 2004/05.

RESOLUTION NO. 2004-292
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING AND
APPROPRIATING FEDERAL GRANT FUNDS TO THE
CARLSBAD POLICE AND FIRE DEPARTMENTS FOR
DOMESTIC PREPAREDNESS FOR INCIDENTS OF
TERRORISM INVOLVING WEAPONS OF MASS
DESTRUCTION
WHEREAS, the Carlsbad Police and Fire Departments area eligible to receive
Federal grant funds through the State Homeland Security Grant Program (SHSG) for domestic
preparedness for incidents of terrorism involving Weapons of Mass Destruction. The total
amount of the grants are $109,118.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. The Federal grant funds for SHSG require no matching funds. Since all grant-
related purchases are 100% reimbursable, the City shall incur no costs.
3, That the Finance Director is authorized to appropriate $109,118 from
the General Fund to Disaster Preparedness for SHSG Grant-related purchases. Upon completion
of the SHSG grant-related purchases, the General Fund will be reimbursed by grant
reimbursements.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City
Council of the City of Carlsbad on the u'h day of September 2004, by the following vote:
AYES: Council Members Lewis, Finnila, Kulchin, Hall and Packard.
NOES: None.
ABSENT: None.
