Approval of the Renewal Application for the North San Diego I CITY *TTY- l County Recycling Market Development Zone (RMDZ)
Designation.
RECOMMENDED ACTION:
Adopt Resolution No. 2004-298 approving the submittal of the North San Diego County application
to the California Integrated Waste Management Board to renew the Recycling Market Development
Zone designation.
ITEM EXPLANATION:
The Integrated Waste Management Act of 1989 (AB 939) required local jurisdictions to achieve a 50
percent reduction in landfill waste disposal by 2000. The California Integrated Waste Management
Board (CIWMB) established the Recycling Market Development Zone (RMDZ) Program to assist
local jurisdictions in meeting the state established diversion requirements. The RMDZ Program
provides incentives to new businesses to develop products from recycled materials. New
businesses that use recycled materials in the manufacture of a new product and which locate in an
RMDZ are eligible to receive technical, financial, and marketing assistance from the CIWMB.
Specifically, the CIWMB offers businesses technical assistance with: (1) economic development
planning, (2) environmental review, (3) engineering, and (4) siting. The financial assistance consists
of low interest loans and financial packaging. The CIWMB provides marketing assistance in the form
of: (1) brochures, (2) business/manufacture referrals, and (3) surveys.
On November 16, 1993, the Council approved a Kesolution supporting a regional application to
become an RMDZ. The CIWMB approved this application and the North San Diego County RMDZ
was established. The following cities are included in the North San Diego County RMDZ: Carlsbad,
Del Mar, Escondido, Oceanside, Poway, San Diego, San Marcos, Solana Beach, Vista, and the
County of San Diego. The City of San Diego acts as the zone administrator.
Designation as a RMDZ has helped to attract two businesses to the City of Carlsbad. The first
business, Hanson Aggregates, uses concrete and asphalt to create recycled road base that is used
as bedding material. The second business, Oceanside Glass and Tile, uses recycled glass bottles
to make tile. Essentially, participation in the North San Diego County RMDZ furthers our efforts to
meet state mandated landfill diversion goals by attracting businesses, like those listed above, that
use Carlsbad’s recycled materials as raw material in the manufacturing process. The use of these
materials results in the diversion of waste from our local landfills.
Designation as a RMDZ is for a period of ten years. The current RMDZ designation will expire in
November of 2004. As zone administrator, the City of San Diego is completing the application on
behalf of the member cities. They have requested that the City of Carlsbad provide a resolution of
the City of Carlsbad supporting renewal of the North San Diego County RMDZ.
FISCAL IMPACT:
The designation of North County as a RMDZ will have no immediate fiscal impact on the City. If,
however, additional businesses choose to site in Carlsbad as a result of the RMDZ designation then
the local economy will be stimulated and new jobs created.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE RENEWAL
APPLICATION FOR THE NORTH SAN DIEGO COUNTY
RECYCLING MARKET DEVELOPMENT ZONE (RMDZ)
DESIGNATION.
WHEREAS, the California Public Resources Code Section 4201 0 provides for the
establishment of the Recycling Market Development Zone (RMDZ) Program throughout the State
to provide incentives to stimulate development of post-consumer and secondary materials
markets for recyclables ; and
WHEREAS, the North San Diego County RMDZ includes the cities of Carlsbad, Del Mar,
Escondido, Oceanside, Poway, San Diego, San Marcos, Solana Beach, Vista, and the County of
San Diego; and
WHEREAS, cities and counties must meet a 50 percent reduction in landfill waste disposal
as mandated in the California Integrated Waste Management Act; and
WHEREAS, the North San Diego County RMDZ designation will expire in November 2004
unless re-designated by the California Integrated Waste Management Board; and
WHEREAS, the City of Carlsbad still desires existing and new recycling-based
manufacturing businesses locating within the region to be eligible for the technical and financial
incentives associated with the RMDZ program; and
WHEREAS, the renewal of the North San Diego County RMDZ is still necessary to
facilitate local and regional planning, coordination, support of existing recycling-based
manufacturing businesses, as well as attract private sector recycling business investments to the
region; and
WHEREAS, the current and proposed waste management practices and conditions are
favorable to the development of post-consumer and secondary waste materials markets; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.

2. That the submittal of a Recycling Market Development Zone renewal application to
include the cities of: Carlsbad, Del Mar, Escondido, Oceanside, Poway, San Diego,
San Marcos, Solana Beach, Vista, and the County of San Diego is hereby
approved.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
