CITY MGR RECOMMENDED ACTION: Receive presentation from Robert Wilkinson, Wilkinson Design Group, on a proposal that the City Council consider redeveloping the property formerly known as the Split Pavilion, located at the Northwest corner of Carlsbad Blvd and Pine Street. ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a letter (Exhibit 1) from Robert Wilkinson, Wilkinson Design Group, requesting the opportunity to make a presentation to the City Council regarding a proposal that the City Council consider redeveloping the property formerly known as the Split Pavilion, located at the Northwest corner of Carlsbad Blvd and Pine Street. I recommend the City re-enhance the public space at the north end of the seawall. I make this recommendation for the following reasons; The space is the strongest link between the Village and the beach. The space receives heavy use by Carlsbad residents and our guest. The space was treated with only a minimal level of improvements as a band aid after the demolition of the Split Pavilion, a temporary level of improvement now left in place for over six years. As a major node in an area of heavy pedestrian movement this public space functions as a focal point for our community. Due to this it deserves a full development which responds to its context with a design that expresses who we are as a community. In its current level of improvement, the space does little to respond to its setting, that of the interface between land and sea. I believe the space’s major function is to provide a pleasing passive area where groups of people can gather to view the Pacific Ocean, sunsets and the shoreline activities. Currently it preforms this function poorly as there is no spot in the space where you can sit and enjoy a view of the ocean without looking through the pickets of a continuous handrail. Everyone enjoys a patch of turf at the beach but in studying the site I’ve watched while attempts at active play on this patch of green eventually spill toward the drive lanes of Carlsbad Boulevard. I am a licensed Landscape Architect who started to focus on the space’s heavy use and how it functions after moving my office from San Diego to Carlsbad’s Village two years ago. As a designer I have come up with solution to improve the site. A design that I feel responds well to the seashore context and provides appropriate functions for this public space. My design is one idea for the re-enhancement, ideally the ultimate solution will come from a thorough design process with full and formal public input, as is typical in Carlsbad. I ask that the Council put the site’s past history behind us and move forward on its re-enhancement for the large number of people who are drawn to this special site. If that process includes the hiring of a professional designer, I ask that my firm, Wilkinson Design Group be invited to participate in making a proposal. The model of my design ideas for the improvement for the site as shown in the attached photos can be viewed at any time. The model sits in the front window of my office at 281 0 Roosevelt (next to Prontos market). Concurrent with this package, I have sent a letter to City Manager Mr. Ray Patchett requesting a ten minute slot at a upcoming council hearing to present my request in that public forum. Below, please find the information that was submitted: The article in saturday's UT about a idea for a new park at the beach caught my attention. This looks like a great idea to me. Ever since the bars were taken down (and rightly so) this little park has been rather dull and uninteresting. Wilkinson has a nice idea for improving it. Please give it you consideration. It would be a hugh improvement and one that many citizens would like and enjoy. Thank you.
